- Description
- The United Agency for International Development (USAID), Office of Procurement intends to issue a Request for Proposals (RFP) to obtain the services of a contractor to provide training, technical assistance, disaster response, and administrative support for the Regional Office for Latin America and the Caribbean (LAC) in San Jose, Costa Rica for the Office of US Foreign Disaster Assistance in the Bureau of Democracy, Conflict and Humanitarian Assistance (DCHA/OFDA). The period of performance for this Cost Plus Fixed Fee completion contract will be five years (consisting of base years l and 2 and three one year options). The purposed five year contract will provide the following services: Administrative support to the LAC field office; Procurement of commodities or short-term services; Issuance of grants under $25,000 to Non-US Organizations for rapid disaster response; Training; Other activities related to support of DCHA/OFDA?s Strategic Objectives of response and mitigation, including technical assistance; Disaster response; Monitoring and Evaluation Plan; and Experienced staff to plan, execute and monitor the program. NAICS: 561990. Order of Magnitude Threshold: (Estimated) BETWEEN $28 Million to $30 Million. Competition Level: Full and Open. Numbered Note 23 APPLIES: Award will be made only if the offeror, the product/service or the manufacturer meets qualification requirement at time of award, in accordance with FAR clause 52.209-1 or 52.209-2. A single award will be made only if the offeror, the product/service or manufacturer meets qualification requirement at time of award, in accordance with FAR clauses 52.209-1 or 52.209-2. The solicitation identifies the office where additional information can be obtained concerning qualification requirements and is cited in each individual solicitation. It is anticipated that the RFP will be issued on or about August 22, 2002. The preferred method of distributing the USAID Procurement information will be through Federal Business Opportunity. It is the responsibility of the receipt of this solicitation to ensure that it has been received from the internet in its entirety and USAID bears no responsibility for errors resulting from transmission or conversion process. USAID is not obligated to award a contract. Questions regarding this notice shall be submitted in writing to lireed@usaid.gov. The time period for accepting questions will be 10 days, August 19, 2002, after the issuance of this notice. No questions will be accepted after August 19, 2002. No phone calls will be accepted at anytime regarding this notice.
