- Description
- The U. S. Department of Commerce, National Environmental Satellite, Data and Information Service (NESDIS), National Geophysical Data Center (NGDC) proposes to negotiate on a sole source basis, under the authority of 41 U.S.C. 253(c)(1), with Operational Systems, Incorporated (OSI) for software development on the DMSP CLASS Integration Project. This project involves the integration of two extremely complex satellite data processing and archive software systems written in multiple languages including C, C++, PERL and Java. OSI was responsible for development of and provides maintenance for the current DMSP data processing system, DDA Basic and a primary focus of this project will be to extend the DDA Basic processing capabilities by integrating it with the current CLASS code base developed separately in NESDIS. Development on this project will include: 1) Design and description of the CLASS-DBA Basic integration strategy. 2) Installation of the CLASS baseline system at NGDC. 3) Documentation and analysis of the current DDA Basic system. This procurement is being conducted per FAR Part 13, Simplified Acquisition Procedures (NTE 100K). FAR Clauses in full text are available at http://www.ARNET.gov/far/. Based on OSI's extensive work and familiarity with DDA Basic and because OSI is upgrading and extending its own product, this synopsis is issued for information only. No competitive solicitation is planned. Information submitted in response to this notice will be used solely to determine whether or not use of competitive procedures to fulfill this requirement would be in the Government's best interest and must address qualifications pertinent to this requirement.
