- The Bureau of Labor Statistics intends to award on a sole source basis under Simplified Acquisition Procedures with Dr. Paul P. Biemer, P.O. BOX 12194, Research Triangle Park, NC 27709-2194. Research Triangle Institute, has been selected as a sole source contractor to continue the analysis of response error in the Consumer Expenditure Interview Survey (CEIS) NTE $12, 500.00. For the past two years, Dr. Biemer has collaborated with BLS staff in developing estimation models for use in the CEIS and is the only person who has been identified with both the technical capabilities and a thorough knowledge of the CEIS to conduct this analysis. Dr. Biemer has spent a number of years exploring response error using latent structure analysis, which has included analyses of the Current Population Survey and the Decennial Census. Recently, Dr. Biemer completed a preliminary study of the nature and causes of underreporting. BLS is interested in pursuing this avenue of research and believes Dr. Biemer is best positioned to carry out this work. Description of Services Needed Services are needed to continue analysis of the Consumer Expenditure Interview Survey (CEIS) and to expand on work completed in a FY01 project that focused on modeling the reporting error in the screening sections of the CEIS. This work will focus on the use of MLCA models for estimating the value of underreported expenditures by item. The total estimated cost of these services is $12,500. The period of service begins upon issuance of a purchase order through August 30, 2003. II. Objectives The objective of this work shall be to continue these investigations of MLCA and underreporting in the CEIS to further enhance our understanding of the error. However, the major focus of this new phase of the work shall be to investigate the use of Markov models for estimating the value of underreported expenditures by item. The objectives of this research are the following: 1. Determine the feasibility of estimating the value of expenditures that are not reported as a result of screener error. 2. Assess the face validity of the estimates of value so derived. 3. Given the method is feasible, identify items that, according to the models, substantially underreport the total value of expenditures and the characteristics of individuals that contribute most to the underreporting error. This notice of intent is not a request for offers. A determination not to compete this proposed procurement based on responses to this notice is solely within the discretion of the Government. If there are no affirmative written responses received within (15) calendar days from the published date of this notice, The Bureau of Labor Statistics will proceed with the awarded.
