- ESC/PKO, Operational Contracting Hanscom AFB, MA 01731 is requesting proposals. The intent of this work is correct the construction and installation deficiencies as a result of a previous contract. The work shall be accomplished inside and outside of Building 1201 and several buildings as stated below throughout Hanscom AFB. This work includes phasing plan, Trane Tracer DDC Control work, Johnson Controls Metasys DDC controls work, mechanical piping systems, testing and balancing, wiring, electrical, programming, Betz-Deerborn chemical treatment, York Chiller field performance verification test, Controls performance verification test, site investigation, primary and secondary pumping testing and commissioning, entire existing and new system commissioning, concrete work, welding, and other associated work. The Chilled water plant shall be operational during this work. The scope of the project consists of the identification of all existing installation deficiencies and the correction and/or completion of all existing installation deficiencies related to projects MXRD 95-0189 "Repair Chilled Water Lines" and MXRD 97-0057 "Install Gas Chiller". The scope includes furnishing all supervision, services, labor, materials, tools, transportation, travel, equipment and performance of all operations required to accomplish the scope of work and deliver a fully operational system. All work shall be executed in strict accordance with the contract design documents for projects MXRD 95-0189 and MXRD 97-0057. The principle items of work are a.) Development of Site Investigation and Installation Deficiency Report, b.) Completion and Correction of Installation Deficiencies and c.) Commissioning, Testing and Balancing, Performance Verification, Training and the completion of O&M/As-Built Documentation. The scope includes all work in buildings 1201, 1302F, 1138, 1105B and 1102F and all supporting systems defined in the contract design documents (drawings, specification, addendums and modifications). There will be basic bid and several optional Contract line items depending on funds availability. All interested parties MUST be registered in the Central Contractor Registration (CCR) Database in order to receive an award. Applications for CCR registration may be obtained at Internet address: http://www.ccr.gov/ The solicitation, technical specifications, and drawings will be exclusively on the Internet at https://www.herbb.hanscom.af.mil These items will not be mailed and telephone requests will not be honored. The Request For Proposal will be released electronically on or about 19 Aug 02. Proposals sent via mail, hand-carried, Federal Express, etc. shall be mailed to ESC/PKOC (Operational Contracting), Attn: Doug Punzel, 20 Schilling Circle, Bldg 1305, 3rd Floor, Hanscom AFB, MA 01721-2800. The Government reserves the right to cancel this solicitation, either before or after receipt of proposals, with no obligation to the offeror by the Government. Offerors are advised that the Government will not pay for Offerors' proposal costs. This solicitation is subject to the availability of funds. FUNDS are NOT currently available for this requirement.
