- This requirement is being procured in accordance with FAR Part 36; Construction and Architect-Engineer Contracts and an award will be made in accordance with FAR Part 15, Contracting By Negotiation. The U.S. Fish and Wildlife Service intends to issue a Request For Proposals (RFP) for three (3) Indefinite Quantity Architectural and Engineering (A/E) Services contracts. The following describes the areas and types of work contemplated. All, part, or none of the work may be required at any location within the Southeast Region (Louisiana, Arkansas, Mississippi, Alabama, Georgia, Tennessee, Kentucky, North Carolina, South Carolina, Florida) Puerto Rico and the Virgin Islands. 1. Construct Visitor Center -Savannah National Wildlife Refuge, near Savannah, Georgia Construct a visitor center that will include exhibitry, site work, and exterior interpretive facilities. The proposed site is undeveloped, so utilities, roads, and parking lots will be required. The building will incorporate the unified approach to programming and design for Fish and Wildlife Service Visitor Facilities being developed by National Wildlife Refuge System, Fishery System and Engineering staffs. Construction of an education/visitor center will allow increased opportunities for education, and recreation to visitors, schools, and organizations. The refuge has an estimated 130,000 visitors annually. The new visitor center will draw people into the refuge by informing them about the auto tour route and hiking trails in a friendly, environmental education facility. This increase in visibility of wildlife and habitat is estimated to double annual visitation, thereby increasing refuge program support. Composed of diverse habitat types ranging from bottomland hardwood forests to freshwater wetlands, the Refuge supports approximately 40,000 waterfowl, and shorebirds, wading birds, alligators, and deer. This new education/visitor center will help define the identity of the Refuge as a key component of the southern tier of the National Wildlife Refuge System, accessible to the public, and a protector of native wildlife species and their habitats. Professional Services required may include: Surveying, Geotechnical Engineering investigations and reports, Civil Engineering, Architectural Design, Structural Engineering, Mechanical, Electrical and Plumbing Engineering, Landscape Architectural Design, Exhibit Design, Value Engineering Study, Cost Estimating, assistance obtaining permits, preparation of construction contract documents (drawings and specifications) and other services as required or typical for building and site development projects. 2. ACE Basin National Wildlife Refuge -Rehabilitate Bonny Hall Perimeter Dike, near Charleston, SC Rehabilitate 12,000 feet of existing, eroded dike for the 450-acre Bonny Hall Impoundment #1 on the Combahee Unit. This impoundment is the largest on the Combahee River and is essential for foraging endangered wood storks, wintering waterfowl and many wading bird species. This outside/river dike has eroded over time due to age, wave action and severe weather. This project would build the dike to 3 feet above high water mark, with 14 feet tops, and 3 to 1 inside slopes. The restoration of this dike is critical to refuge management on the Combahee Unit. Professional Services required may include Surveying, Geotechnical Engineering investigations and reports, Civil Engineering, Structural Engineering, Value Engineering Study, Cost Estimating, assistance obtaining permits, preparation of construction contract documents (drawings and specifications) and other services as required or typical for site development projects of this type. 3. Cape Romain National Wildlife Refuge -Dominick House Rehabilitation, Bull Island near Charleston, SC Rehabilitate the Dominick House. Facility is used by refuge staff as quarters when on duty on Bulls Island for public use activities and law enforcement. Replace windows and flooring, roofing, siding, plumbing/electrical as needed; paint all areas of the house as needed. These major repairs are required to maintain this house that is potentially eligible for the National Register of Historic Places. Professional Services required may include: Surveying, Geotechnical Engineering investigations and reports, lead-based paint inspection, asbestos survey, Civil Engineering, Architectural Design, Structural Engineering, Mechanical, Electrical and Plumbing Engineering, Landscape Architectural Design, Value Engineering Study, Cost Estimating, assistance obtaining permits, preparation of construction contract documents (drawings and specifications) and other services as required or typical for building rehabilitation projects of this type. 4. Various Field Stations throughout the Southeast Region: Louisiana, Arkansas, Mississippi, Alabama, Georgia, Tennessee, Kentucky, North Carolina, South Carolina, Florida, Puerto Rico and the Virgin Islands. Perform a variety of environmental work including: Standard Limited Assessments for Underground Storage Tank Releases and Corrective Action Plans, Remedial Action Plans, and Groundwater Monitoring, Sampling and Analysis. Phase I and Phase II Environmental Site Assessments, Comprehensive Asbestos Bulk Surveys and Lead Based Paint Surveys and Risk Assessments. Assessing, planning and design of water supply systems and waste water treatment systems at National Fish Hatcheries. Miscellaneous environmental planning and permitting requirements, such as NPDES, erosion and sediment control plans, etc. Professional Services required may include Environmental Engineering Consultants, Hydrologists and Geologists, Certified Asbestos Inspectors, Certified Lead-Based Paint Inspectors/Risk Assessors, and other consulting Environmental professionals as required for investigation and report writing. 5. Eufaula National Wildlife Refuge -Eufaula, Alabama, Construct Environmental Learning Center Construct an environmental learning center and attached Refuge Administration facility that will include offices, environmental education classrooms, exhibitry, site work, and exterior interpretive facilities. The proposed site is undeveloped, so utilities, roads, and parking lots will be required. The building will incorporate the unified approach to programming and design for Fish and Wildlife Service Visitor Facilities being developed by National Wildlife Refuge System, Fishery System and Engineering staffs. Construction of an environmental learning center will allow increased opportunities for education, and recreation to visitors, schools, and organizations. The site is located on Refuge land adjacent to U .S. Highway 431 overlooking Lake Eufaula. The Lake Eufaula area has been the No.1 outdoor recreation destination in Alabama for 3 consecutive years, attracting approximately 3.5 million visitors annually. There are six major population centers within 80 miles of the Refuge with a total population of 2.5 million and it is recognized that area schools and colleges will utilize this facility. Professional Services required may include: Surveying, Geotechnical Engineering Investigations and Reports, Civil Engineering, Architectural Design, Structural Engineering, Mechanical, Electrical and Plumbing Engineering, Landscape Architectural Design, Exhibit Design, Value Engineering Study, Cost Estimating, assistance obtaining permits, preparation of construction contract documents (drawings and specifications) and other services as required or typical for building and site development projects. The reference to the professionals required for the above projects involves state licensed professionals in all the disciplines, including Architects, Landscape Architects, Civil Engineers, Structural Engineers, Mechanical Engineers, Electrical Engineers, Land Surveyors, Geotechnical Testing Services, and Environmental Engineering consultants. They shall be licensed to practice that profession in the state where the project is located. Architectural and Engineering drafting services will also be required. Not all disciplines will be required for each project. Additional Engineering consultants and other specialists not named above may be required as defined in the individual delivery orders. The finished product of a delivery order may consist of studies; reports; presentation quality drawings on paper or Mylar film; written programs and narratives; detailed construction working drawings on paper or Mylar film and AutoCAD diskettes; construction specifications; cost estimates and design calculations. Total costs for services (fees) procured under each IDIQ contract are estimated at $2,500.00 minimum to $750,000.00 maximum per fiscal year. Evaluation factors in descending order of importance are as follows: 1. Technical competence of the NE's primary staff architects and engineers. 2. Response Time. We have tight project deadlines. Does your firm have the staff and resources available and experience to successfully complete projects with tight deadlines? Give specific examples of projects meeting tight deadlines. 3. Experience of firm relative to the type and scope of projects listed above. List projects. 4. Experience of firm designing projects that are within budget as demonstrated by construction bids received. Give specific examples. 5. Availability of firm staff to work on our projects relative to the firm's current workload. List current projects and staff assignments. 6. Experience with CADD produced drawings. List the CADD software you use to produce your drawings and other project software you use to design and produce projects. The proposed contracts are not a small business set-a-side in accordance with the latest quarterly adjustment under the Small Business Competitiveness Demonstration Program. The Size Standard is $4.0 million. The NAICS codes are 541310/541330. Estimated price range is between $500,000 and $1,000,000 per contract. RFP scheduled issue date is 10/01/02. RFP scheduled closing date is 11/01/02. Firm-fixed contracts will be issued from the solicitation. The performance period for each requirement will be noted on the delivery order. Anticipated award date will be on or about 11/14/02.
