Description
The Naval Air Systems Command (NAVAIR) is actively surveying the vendor community to see if a Blanket Purchase Agreement (BPA) with a General Service Administration (GSA) schedule commercial pricing arrangement is a viable contract vehicle for the Systems Engineering Department (4.1) of NAVAIR to provide contractor support services for the E-6 Block I Modification Program. Presently, the Systems Engineering Department provides support to the E-6 Block I Modification Program through accomplishing various tasks, studies, analysis and reports. The period of performance for each individual BPA will be 12 months with four 12-month options. The total dollar value for each BPA will be $5,000,000, which is $1,000,000 for each year of the BPA. Specific tasks that will fall under the BPA will include E-6 Cooling & Electrical Analysis & Alternatives, generate an E-6 Training Visions Plan, developing an E-6 Architecture Plan and Utilization Plan, and creating E-6 Connectivity Architecture Document dealing with baseline systems and networks. Other support will include creating processes to assist the E-6 program to function more efficient, developing an OPSEC and Program Protection Plan, Advanced Extremely High Frequency (AEHF) Program support, Multilevel Security, Crypto Certification Plan, Weight Savings Analysis, Strategic Planning, and Administrative Support. Participating in various studies, which include Homeland Defense, Industrial and Technology Base Capabilities, Mission Computer Extension, Multilevel Security, and Wideband Connectivity, is part of the requirement as well. NAVAIR is requesting firms who have the potential to provide commercial pricing and have an established GSA schedule to submit a proposal. NAVAIR will use a BPA to place orders against each successful GSA Schedule. The BPA will allow NAVAIR to cover any necessary tasks required in supporting the E-6 Block I Modification Program through the Systems Engineering Department. Proposals submitted shall include two volumes: a Technical Volume I, demonstrating the firm?s technical ability, and a Cost volume II that demonstrates the commercial pricing potential and the established GSA Schedule. The Technical Volume I will require the completion of a Statement of Work Matrix, which will be provided to all interested parties.
