Description

The National Institute of Standards and Technology (NIST), Manufacturing Engineering Laboratory has a requirement for dismantling, crating, and rigging of a Hexapod machine, a parallel-actuated machine tool built by Ingersoll Milling Machine Co. with an approximate weight of 81,000 lbs. This machine is to be transferred from NIST, Gaithersburg, MD to NASA Marshall Space Flight Center in Huntsville, AL. NIST intends to negotiate a sole source contract with General Machine Shop Inc., 6000 Columbia Park Road, Landover, MD 20785. This acquisition is to be accomplished under the authority of 41 U.S.C. 253(c) (1), Only one responsible source and no other supplies or services will satisfy agency requirements. General Machine Shop assembled the Hexapod at NIST in 1995 under the supervision of the original equipment manufacturer and NIST. Personnel involved in the assembly are still on staff at General Machine Shop. This machine is unique, very large, very heavy and valued at $1.7 million. The work required is best performed by those experienced with this machine. Improper dismantling and rigging of this structure constitutes an unacceptable safety and damage risk. This notice of intent is not a request for proposal. However, interested parties may identify their capability to satisfy the Government's requirements no later than the indicated response date. A determination not to compete this proposed contract based upon responses to this notice is solely within the discretion of the Contracting Officer. A solicitation document is not available.
