Description
The Federal Correctional Complex (FCC Coleman), located at 846 N.E. 54th Terrace, Coleman, Florida, 33521, intends to award a firm-fixed price contract for a non-personal services Vocational Training instructors in Drafting, with one base year and four option years, to instruct the inmate population at FCC Coleman. The contractor must be able to develop a curriculum which is approved by the Supervisor of Education or their designee. The program is flexible in its design to meet the needs of students with academic levels ranging from high school graduate to an occasional college student. The contractor will select and use a wide variety of instructional materials based on program requirements, student needs and abilities. The contractor will make modifications in some of the modules of the curriculum, materials, and or teaching techniques when students are experiencing difficulties. An original curriculum will be written when commercial materials are inappropriate or not available. Services will be provided on a contractual basis and are not to exceed 30 hours per week. Contractor will be required to provide vocational instruction in order to prepare students for initial employment as drafters, architectural drafters, or provide supplemental training for persons previously employed in these occupations. The program will focus on broad, transferable skills and stresses an understanding of the following elements of the Architectural Drafting Industry: planning, management, finance, technical and product skills, underlying principles of technology, labor issues, community issues, and health, safety and environmental issues. The content will include, but is not limited to, communication skills, mathematical skills, leadership skills, human-relations and employability skills, safe and efficient work practices and skills to support architects and architectural engineers in developing plans for building or other structures using a variety of materials. Contractor will be required to maintain class attendance, students progress in class, and monthly performance evaluations. It is anticipated that there will be a total of 240, six (6) hour sessions for each contractual year. Vocational Tech. Culinary Arts Classes (each 6-hour sessions) will meet Monday through Friday, (excluding federal holidays), 8:00 AM to 3:00 PM (with one hour unpaid lunch) five days per week. All supplies and materials will be provided by FCC Coleman. The contractor shall furnish proof of a minimum of a two year degree from a nationally accredited college or university in architecture, and a minimum of two years of drafting experience OR completion of a nationally accredited vocational training course in Drafting and two years drafting experience. Course curriculums will be provided by the contractor as requested. The contractor agrees to adhere to all regulations prescribed by the institution for the safety, custody and conduct of inmates. The contractor shall attend an orientation program prior to assuming institutional involvement. Reimbursement to the contractor for the time spent in institution security orientation or other periodic security related training will be pro-rated at the contract rates. National Crime Information Center clearance and urinalysis testing will be required for any contractor entering the confines of FCC Coleman. Adherence to the Bureau of Prisons Code of Conduct as it pertains to their participation in institution operations and programs will be required. Neither this contract nor any interest herein or any claim arising hereunder may be transferred or assigned by the Contractor to any other individual or agency. Period of contract will be from date of award through September 30, 2003, with four option years. The solicitation will be available to interested parties on or after August 30, 2002 and will be distributed solely through the General Services Administration, Federal Business Opportunities web site http://www.fedbizopps.gov . Hard copies of the solicitation document will not be available. The site provides downloading instructions.
