Description
The Bureau of Engraving and Printing (BEP), has a requirement for the following services; Crane maintenance, inspection, and certification. All work must be made in accordance with Office of Safety and Health Association (OSHA). The specifications for all work to be performed are included in the Statement of Work (SOW). This is a combined synopsis/solicitation. This Procurement is a 100% Small Business Set Aside. Small Business size Standards is $6 Million Dollars and the North American Industry Classification System (NAICS) Code is 811310. This notice constitutes the only solicitation; a written request for quotation will not be issued. The Request for Quotation (RFQ) Number, for this requirement is RFQ-56-00250. The resulting contract will be a firm fixed price order with a base year and four option periods. The basis for award shall be made based on the following factors, listed items are of equal importance: (1) Documentation of inspection, maintenance, repair, and certification (2) Capability to meet the Statement of Work (SOW) requirements of inspection, maintenance, repair, and certification and OSHA requirements, (3), Emergency response time, (4) Capability to obtain required security clearances, (5) past performance, and (6) the overall pricing. The above listed criteria 1-5 are more important than price. The Government reserves the right to make award to other than low bid, and in the best interest of the Government. A copy of the specifications, FAR Clauses 52.212-3 and 52.212-5 can be downloaded from this website (www.eps.gov). All Small Business contractors are requested to submit a written proposal that will be considered by the agency. Quotations must be made on a SF1449, which can be downloaded at www.eps.gov, or on Company letterhead. Quotations shall include the RFQ number, the proposed unit prices and the proposed extended prices. In order for the Government to perform an effective evaluation, the Contractor shall also provide a list of three or more references to include name, phone number, and address to whom the offered services has been performed. Additional items which must be provided include the complete company price, the point of contact, full address, phone and fax number, Federal tax identification number, Dun and Bradstreet number, and the business size status (i.e., small business, disadvantaged business, Woman owned business, Veteran owned business, etc.). Quotations are due no later than 12 Noon, September 10, 2002. Only written, faxed, or e-mail responses will be honored. Special note: As funding for this acquisition has not yet been provided the FAR Clause 52.232-18 applies; Availability of Funds (Apr 1984); Funds are not presently available for this contract. The Government?s obligation under this contract is contingent upon the availability of appropriated funds from which payment for contract purposes can be made. No legal liability on the part of the Government for any payment may arise until the Contractor receives notice of such availability, to be confirmed in writing by the Contracting Officer.
