- NA The Volpe National Transportation Systems Center intends to procure on a non-competitive basis, through Simplified Acquisition procedures with the John F. Kennedy School of Government, Harvard University, to prepare two Case Studies on current transportation topics to be used in training sessions for senior U.S. DOT officials under the Transportation Executive Leadership Institute (TELI). The contractor will be required to develop two separate Case Studies on current transportation issues, suitable for use in training sessions for senior U.S. DOT executives. The purpose of the Case Study is to stimulate a discussion among the session participants of the specific topic, its impact on transportation, and the more general application of any 'lessons learned' to other transportation situatio ns. The two Case Study topics to be developed are as follows: 1) The roles and responsibilities of government agencies in responding to incidents of bioterrorism. The primary topic of the case study will be the discovery of anthrax-laced letters in the U.S. Postal Service (USPS) mail system in the fall of 2001. Specific emphasis will be placed on: (a) how the USPS responded to these incidents; and (b) the overlapping roles and responsibilities of the various other governmental organizations in addition to the USPS who were part of this response; 2) The general consequences of privatizing/outsourcing government transportation functions -- including such functions as air traffic control, rail, transit and commercial aviation -- to other entities, including quasi-governmental organization s and the private sector. Both U.S. and foreign examples will be presented. In particular, a discussion of recent proposals for restructuring Amtrak will be a focus of this case study. Small Business firms classified under NAICS Code 611699 that are interested in responding must demonstrate in writing within 15 days from the date of this synopsis the following: (a) successful past performance in developing transportation-based Case Studies suitable for use in training senior U.S. Government transportation professionals; (b) a copy of a previously-developed Case Study meeting this criteria; (c) a comprehensive understanding of the specific topics in the two case Studies described above; and (d) immediate availability. This proposed action is for services for which the Government intend s to solicit and negotiate with only one source under authority 6.302. This notice of intent is not a request for competitive quotes. A determination by the Government not to compete this proposed purchase order based upon responses to this notice will normally be considered, solely for the purpose of determining whether to conduct a competitive procurement. RFQ issuance will be on or about September 6, 2002. This notice is for informational purposes for Minority, Women-Owned and Disadvantaged Business Enterprises: The Department of Transportation (DOT), Office of Small and Disadvantaged Business Utilization (OSDBU), has programs t o assist minority, women-owned and disadvantaged business enterprises to acquire short-term working capital and bonding assistance for transportation-related contracts. This is applicable to any eligible prime or subcontract at any tier. The DOT Bonding Assistance Program enables firms to apply for bid, performance and payment bonds up to $18.0 million per contract. The DOT provides 80% guaranty on the bond amount to a surety against losses. Loans are also available under the DOT Short Term Lending Program (STLP) at prime interest rates to provide accounts receivable financing. The maximum line of credit is $500,000.
