Description
NAICS Code: 541620 The U.S. Environmental Protection Agency's National Risk Management Research Laboratory plans to use simplified acquisition procedures to acquire, on a competitive basis, support for the development of a continuous hydrologic modeling system that will be used in the determination and allocation of Best Management Practices (BMP) for stormwater runoff control in a watershed. EPA is currently exploring the use of tradable allowances as a coordinating mechanism for controlling stormwater runoff from urban and urbanizing areas. Additional hydrology work is needed to augment existing work, and to also explore in a structured fashion the other hydrologic aspects of the proposed market that will enhance its effectiveness and applicability. Specifically, the EPA desires to study, specify, and apply appropriate continuous hydrologic modeling techniques to this research initiative. Any firm believing itself capable of meeting EPA requirements may submit technical documentation to establish the potential of complying with the Statement of Work. Such documentation must be submitted within 15 days of electronic posting of this notice, which will expire at 5:00 PM EST, Friday, September 6, 2002. This procurement will be processed using full and open competition under FAR Part 13. The applicable NAICS code is 541620. It is anticipated that requests for quotations shall be issued around 9/9/02, with quotes due around 9/18/02. An award will be made by 9/30/02.
