Description
The General Services Administration (GSA) intends to issue a Request For Proposals (RFP) for a negotiated Construction contract for the new NOAA Satellite Operations Facility located at the Suitland Federal Center in Suitland, Md. A single Firm Fixed Price Contract may be awarded. The estimated construction cost is in the $55 million dollar range. All work will be performed in accordance with GSA authorized and approved standards. The selection process will utilize Source Selection procedures in accordance with FAR 15.3. PROJECT DESCRIPTION: The New Satellite Operations Facility for the National Oceanic and Atmospheric Administration (NOAA) will be sited at the northern edge of the Suitland Federal Center, on the south side of Suitland Road. The new facility will consist of two main components: the "Bar" and the "Mat". The Bar is a slender, three story tower consisting of 5,350 square meters of space dedicated to the mission of the Satellite Operations Group. The Mat is an extended, partly underground, two-story building of approximately 14,000 square meters. This includes an underground parking structure on the lower level that will provide approximately 280 vehicular parking spaces for employees, with additional surface parking for approximately 55 vehicles. The Mat includes a level above the Parking Deck containing high-tech office space for the processing, dissemination and storage of the data transmitted by and received from the satellites. The Mat has a gently sloped, faceted roof that rises to the center of the space. This additional height is utilized to accommodate a data service ring in the center of the space that houses the telecom duct banks, computer servers, plotters, data storage and LAN rooms supporting the office functions below. An under floor air displacement HVAC system will be used in the double height open office space. Supply air is introduced from a 12-inch high raised floor plenum. The design for the NOAA Satellite Operations Facility has been developed consistent with the Comprehensive Procurement Guidelines for the LEED Green Building Rating System. The project, as developed to date, meets the LEED-certification for the Silver Level. This negotiated solicitation will be open to both large and small business firms. The firm (if not a small business concern) shall be required to present an acceptable small business, veteran-owned small business, service-disabled veteran-owned small business, HUBZone small business, small disadvantaged business, and woman-owned small business Subcontracting Plan in accordance with Public Law 95-507, as part of its proposal. Consideration is open to established, qualified firms, which currently have active, properly staffed offices within the continental United Sates (including subcontractors). The RFP will be issued electronically on or about October 10, 2002, on the Internet at: http:/www.fedbizopps.gov. All qualified responsible firms are encouraged to participate in this procurement. Small business, veteran-owned small business, service-disabled veteran-owned small business, HUBZone small business, small disadvantaged business, and women-owned small businesses are encouraged to participate as prime contractors, or as members of joint ventures with other small businesses.
