- Description
- The U.S. Bureau of Reclamation, Pacific Northwest Region, 1150 N Curtis Rd, Boise, ID 83706-1234, intends to award a sole source purchase order to Bran+Luebbe, 50 N Gary Ave, Ste B, Roselle, IL 60172, for an automatic continuous flow analyzer to measure wastewater nutrients. The NAICS codes associated with this requirement are 334516, Analytical Laboratory Instrument Manufacturing, and 421490, Analytical Instruments Wholesaling. The proposed action is for supplies or services for which the Government intends to solicit and negotiate with only one source under the authority of FAR 6.302-1. The required analyzer must be of the continuous segmented flow type consisting of a sampler, pump, chemistry test module, photometer, and Windows NT / XT compatible software permitting operation from a personal computer. Additional salient characteristics of the analyzer are: 1) Analytical ? (EPA approved methods) ? Total Phosphorous 0.01?5 mg/l, Ortho-Phosphate 0.04?2 mg/l, Ammonia 0.02?3 mg/l, Total Nitrogen (TKN) 0.02-2 mg/l, Nitrate and Nitrite 0.02-2 mg/l, Chloride 2?100 mg/l, no filtering or degassing of samples and reagents required; 2) Sampler ? random access, manual or PC control, expandable to allow for parallel sampling of two cups simultaneously, must be able to hand acidic samples, must hold 100 sample cups in 0.5 ml, 2 ml, 5 ml, or 8 ml capacities; 3) Pump ? manual or PC control, 28 pump tubes, up to 8 air supply tubes, synchronized air injection system, leak detector, spilt liquid drain system, automatic dilution, automatic reagent washout; 4) Chemistry module ? capable of holding two analytical cartridges, hydraulic components of bold glass, heating bath with user replaceable coil, able to eliminate interference from colored or dirty samples without filtration; 5) Test cartridge ? sequential analysis of Acidity (Thymol Blue), Alkalinity (M.O.), Alkalinity (Thymol Blue), Ammonia, Chloride, Cyanide, Hardness, Nitrate-Nitrite (Hydrazine), O-Phosphate, Phenol, Total Phosphorous, Silica; 6) Photometer ? separate from chemistry module, dual beam detection system, maximum sensitivity 0.01 AUFS, 2 million digital resolution, software based elimination of air bubble interference, 10 mm flowcell; 7) Software ? Window NT / XT compatible. Interested parties may identify their interest and capability to respond to the requirement or submit proposals. This notice of intent is not a request for competitive proposals. However, all proposals received within ten days after date of publication of this synopsis will be considered by the Government. A determination by the Government not to compete this proposed action based upon responses to this notice is solely within the discretion of the Government. Information received will normally be considered solely for the purpose of determining whether to conduct a competitive procurement.
