Description
The National Institutes of Health (NIH), National Cancer Institute (NCI), The Special Review Board (SSIRB), plans to procure services for technical and administrative support in accordance with the simplified acquisition procedures authorized in FAR Part 13. This announcement constitutes the only combined synopsis/solicitation, and a separate written solicitation will not be issued. This solicitation includes all applicable provisions and clauses in effect through FAR FAC 2001-08 (June 2002). This requirement is set aside for small business. The North American Industry Classification System code is 541990 and the business size standard is $6M. Background: The Special Studies Institutional Review Board (SSIRB) is one of two institutional review boards (IRBs) at the National Cancer Institute. In accordance with 45 CFR 46, the NCI IRBs provide prospective review and approval of all human subject research activities to protect the rights and welfare of humans who are the subjects of the research. The SSIRB primarily reviews NCI intramural epidemiologic studies, behavioral research, and cancer prevention clinical trials which do not involve treatment of patients diagnosed with cancer. As specified in the NIH Multiple Project Assurance (MPA), the NCI IRBs meet on a monthly basis to review new protocols for approval of implementation; requests for changes or amendments to ongoing protocols; and (annually) ongoing studies for approval for continuation. Principal investigators for the intramural projects interact with IRB chairs and membership to meet the stipulations and recommendations resulting from the IRB deliberations, to assure protections of participants from research risks and ethical conduct of research. Minutes of the SSIRB meetings and records of interactions with investigators are maintained according to regulations, and, following SSIRB approval, protocols are tracked through NIH Clinical Center implementation committee reviews to final approval. In addition to its responsibilities for protocol review and approval, the SSIRB has recently accepted delegated responsibility for issuing Certificates of Confidentiality to protect personally identified research data from subpoena for legal proceedings. A SSIRB subcommittee meets on a monthly basis to review applications from intramural and extramural investigators funded through the NCI and issues Certificates as appropriate for research involving personally identified information which, if released, could result in stigmatization or other personal harm for the research subject. Contractor Requirements: Contractor must have a minimum of five years of experience in managing IRBs in the NIH system to support the SSIRB Chair. The duties of this position are as follows: On a monthly basis, in collaboration with the SSIRB Chair, the Contractor shall: 1) Establish an agenda for the monthly SSIRB meeting, prepare folders containing review materials, distribute review materials to SSIRB members two weeks in advance of the next scheduled meeting, and attend the scheduled SSIRB meeting. The meeting materials are created by the contractor or provided by the SSIRB chair and NCI principal investigators and SSIRB committee members; 2) Communicate results of SSIRB meeting deliberations through NIH correspondence to investigators, coordinate responses to stipulations and recommendations, and submit and track IRB-approved protocols through NIH Clinical Center review process to final approval; 3) maintain up-to-date SSIRB and SSIRB Subcommittee files and records (including computerized data) according to federal regulations; 4) Provide similar organizational support for special SSIRB meetings or projects on an ad hoc basis, as requested by the Chair. Period of Performance: Contractor must be able to work on site approximately two (2) days a week as well as attend one (1) full day meeting monthly. Upon award of purchase order through twelve (12) months, with three (3), twelve (12) month option renewals if exercised. FAR Clause 52.217-8 Option to Extend Services (November 1999) and FAR Clause 52.217-9 Option to Extend the Term of the Contract (March 2000) applies to this order. The requirement will be a fixed price order. This requirement includes MANDATORY QUALIFICATIONS CRITERIA that must be met in order for your quote to be considered for award: 1) Contractor should have hands on experience with NIH IRB procedures and the NIH reporting requirements for human population studies and protections; 2) Educational requirements; high school plus one year of college and; 3) Knowledge of Microsoft Word, MS Access and Word Perfect software programs and; 4) availability immediately within receipt of order. MANDATORY INFORMATION: Quoters/vendors must provide descriptive literature, and/or other materials that demonstrate their quote meets the foregoing requirements. AWARD: It is anticipated that one award will be made from this solicitation. TECHNICAL EVALUATION: The major evaluation factors for this RFQ include technical and price factors. Award will be made based on lowest cost most technically acceptable. The following technical evaluation will be used by the Government when reviewing the technical portion of the quotation. The criteria below are listed in the order of relative importance with weights assigned for evaluations purposes: 1) Minimum of five years experience in working on federal requirements and procedures for assuring human subject protection in biomedical research (50); 2) Knowledge and understanding of NIH and Clinical Center guidelines and procedures for IRBs (30); 3) Practical experience with Certificates of Confidentiality and the SSIRB database system (20) and; 4) Cost. Lowest price most technically acceptable contractor. PROVISIONS AND CLAUSES: The solicitation incorporates the NCI REPRESENTATIONS, CERTIFICATIONS AND OTHER STATEMENT OF OFFERORS OR QUOTERS (SIMPLIFIED ACQUISITIONS). The award document will incorporate the requirements of the clause at FAR 52.213-4, TERMS AND CONDITIONS- SIMPLIFIED ACQUISITIONS. This solicitation incorporates one or more solicitation provisions by reference, with the same force and effect as if they were given full text. Upon request, the Contracting Officer will make their full text available. Quotations must be in writing and should be submitted as follows: 1) a completed SF-18 that is signed by an authorized representative of the offeror, containing pricing information and if applicable, a delivery schedule; 2) completed REPRESENTATIONS, CERTIFICATION, AND OTHER STATEMENTS OF OFFERORS OR QUOTERS (SIMPLIFIED ACQUISITIONS); 3) descriptive literature and mandatory information, as noted above, and; 4) acknowledgment of amendments, if any. The price and technical quotations and related materials must be submitted on or before 1:00 PM EDT (local Washington DC time) September 6, 2002. Quotations that fail to furnish the required information or reject the terms and conditions of the solicitation may be excluded form consideration.
