Description
The Substance Abuse and Mental Health Services Administration (SAMHSA), Office of Policy and Program Coordination (OPPC) through the Division of Acquisitions Management, Program Support Center (PSC), has a requirement for high level executive leadership and technical support to a public-private sector coalition formed March of 2000 at the Carter Center in Atlanta, Georgia for the purpose of implementing common non-financial behavioral health performance and accountability measures. The contractor will function as the executive director for performance measure consensus development process, providing technical and strategic support to the coordinating committee of 1. The four content-specific work groups (adult mental health, adult substance abuse treatment, child/adolescent mental health and substance abuse treatment and prevention) 2. The performance measure methodology work group in developing the technical specifications for common performance and accountability measures and working to gain support among accreditation organizations, public and private purchasers of behavioral healthcare services, providers, consumers and their families and mental health and substance abuse advocacy organizations, to implement the common performance measures. The Government anticipates making a fixed price award utilizing FAR Part 13, Simplified Acquisition Procedures and will incorporate Federal Acquisition Circular 01-08. The period of performance is September 30, 2002 through October 31, 2003. In accordance with FAR 5.102(a)(1) the solicitation will be made available electronically on or about 15 days from the date of this publication. The internet address for downloading the solicitation is http://www.fedbizopps.gov. Any notification of changes to the solicitation (amendments) will be posted on the internet. Interested parties are responsible for monitoring the site to assure that they have the most up to date information regarding this acquisition. The anticipated release date for the solicitation is September 11, 2002.
