Description

This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; quotes are being requested and a written solicitation will not be issued. The solicitation number is DTCGG1-02-Q-1AA877 and is issued as a Request for Quotation (RFQ). This solicitation and incorporated provisions and clauses are those in effect through Federal Acquisition Circular 08. This solicitation is 100% set aside for small business concerns. The associated NAICS code is 561621 and the small business size standard is $10.5 million. Description of Work: Provide and install CCTV and IDS Systems for U.S. Coast Guard, Group Southwest Harbor, Maine (Hancock County). Contractor shall provide lump sum price to include all materials, labor, supervision, transportation, and disposal for each line item at each of the two locations. Contract Line Item 0001: Provide and install a CCTV System at Coast Guard Facility, Southwest Harbor, Maine. $_________ Line Item 0002: Provide and install an IDS System on the UPH/Station Building in Southwest Harbor, Maine $__________ Line Item 0003: Provide and install an IDS System on the Bird Block and MAT Buildings, USCG Station Rockland, Maine $__________ Provide detailed breakdown of all pricing. Davis-Bacon wages apply to the installation portion of the work. The provision at FAR 52.212-1, Instruction to Offerors Commercial Items (10/2000)* applies to this acquisition and is incorporated by reference. (* (c) Period for acceptance of offers. The offeror agrees to hold the prices in its offer firm for 90 calendar days from the date specified for receipt of offers, unless another time period is specified in an addendum to the solicitation.) The provision at FAR 52.212-2, Evaluation Commercial Items (Jan 1999) applies to this solicitation. This is a best value procurement. Quotes will be evaluated based on the following factors: (1) Price (2) Past Performance and quality of the product. Provide detailed technical information (i.e., product literature, technical features, warranty provisions) and points of contact with phone numbers for users of the product. Offerors shall include a completed copy of the provision at FAR 52.212-3, Offeror Representations and Certifications-Commercial Items (JUL 2002), with its offer. The clause at FAR 52.212-4, Contract Terms and Conditions-Commercial Items, applies to this acquisition. The clause at 52.212-5, Contract Terms and Conditions Required to Implement Statutes or Executive Orders-Commercial Items, applies to this acquisition. The following additional clauses are incorporated by reference to implement provisions of law or executive orders applicable to acquisitions of commercial items or components: FAR 52.222-6, Davis-Bacon Act (Feb 1995) (40 U.S.C. 276a-276a-7); FAR 52.225-1, Buy American Act-Supplies (May 2002); FAR 52.232-33, Payment by Electronic Funds Transfer-Central Contractor Registration (May 1999); FAR 52.247-64, Preference for Privately Owned U.S. Flag Commercial Vessels (Jun 2002).
