- Combined Synopsis/Solicitation for Kodak (or equal) Motion Picture Film Stocks. This is a combined synopsis/solicitation for commercial items/services prepared in accordance with the format in FAR Part 12.6. This announcement constitutes the only solicitation; proposals are being requested and a written solicitation will not be issued. The Request For Proposal Number is NAMA-02-R-0010. This solicitation is issued as a Request for Proposal (RFP). The solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular 08. The National Archives and Records Administration (NARA) intends to award a Kodak brand name (or equal) purchase order for motion picture film stocks for use in the preservation duplication of motion picture films in the holdings of NARA. The purchase order item number(s) and items, quantities and units of measure are as follows: Item No. 0001- Kodak #133-6361, 2366 Fine Grain Duplicating Positive Film,35mm x 2000 ft rolls, QTY: 144 Roll - low speed, fine grain, polyester base black & white duplicating positive film with sensitometry formulated specifically for making master positives from camera negatives that will, when printed on appropriate B&W inter-negative film, render a new negative closely comparable to the camera negative Item No. 0002-Kodak #843-6354, 2234 Fine Grain Duplicating Panchromatic Negative film, 35mm x 2000 ft rolls, QTY: 144 Roll - low speed, fine grain, polyester base panchromatic inter-negative duplicating film with sensitometry formulated for creating new inter-negatives from B&W master positives having controlled contrast Item No. 0003-Kodak #888-9230, 3383 Normal Contrast Color Print Film, 16mm x 2000 ft. rolls, QTY: 48 Roll - normal contrast, polyester base, no anti-halation layer, process surviving anti-static and scratch resistant layer Item No. 0004-Kodak #831-3892, 3272 Color Inter-negative II, 16mm s 1200 ft. rolls, QTY: 30 Roll - medium speed, fine grain, polyester base color inter-negative with sensitometry formulated to optimize inter-negatives made directly from reversal color originals or prints Item No. 0005-Kodak #160-1780, 3366 Fine Grain Duplicating Positive Film, 16mm x 200 ft. rolls, QTY: 36 Roll - low speed, fine grain, polyester base black & white duplicating positive film with sensitometry formulated specifically for making master positives from camera negatives that will, when printed on appropriate B&W inter-negative film, render a new negative closely comparable to the camera negative Item No. 0006-Kodak #155-5309, 2242 Dual Use Color Intermediate Film, 35mm x 2000 ft. rolls, QTY: 18 Roll - polyester base, non-remjet, process surviving anti-static and scratch resisting layer, with sensitometry formulated to optimize making color master positives directly from original camera negatives and for making duplicate negatives from master positives Item No. 0007-Kodak #134-7293, 3242 Dual Use Color Intermediate Film, 16mm x 2000 ft. rolls, QYT: 24 Roll - polyester base, non-remjet, process surviving anti-static and scratch resisting layer, with sensitometry formulated to optimize making color master positives directly from original negatives and for making duplicate negatives from master positives The provision at 52.212-1, Instructions to Offerors-Commercial, applies to this acquisition and any addenda to the provision. The applicability of the provision at 52.212-2, Evaluation Commercial Items- A significant evaluation factor is past performance. When a brand name product is not quoted, for evaluation purposes, offerors are requested to submit product make and model numbers along with technical descriptions validating the product is a true (equal) product. Offerors are requested to include a completed copy of the provision at 52.212-3, Offeror Representations and Certifications-Commercial Items, with your offer. Clause 52.212-4, Contract Terms and Conditions-Commercial Items, applies to this acquisition. Clause 52.215-5, Contract Terms and Conditions Required to Implement Statues or Executive Orders-Commercial Items, applies to this acquisition. Offerors are requested to transmit inquires via facsimile ((301) 837-3227, ATTN: Ms LaToshia Madden) and /or U.S. Mail (ATTN: LaToshia Madden, address as above). A firm-fixed price Commercial Items Purchase Order (SF 1449) utilizing the simplified acquisition procedures will be used.
