- Description
- It is the intent of the Office of Laboratory Animal Welfare (OLAW), National Institutes of Health, to procure professional educational services on a sole source basis from Ms. Mary Lou James of St. Louis, Missouri for a continuation of existing services for the education of academic Institutional Animal Care and Use Committee (IACUC) members and administrators, and researchers in the use of animals in research at Public Health Service Assured institutions. The IACUC 101 training program was originally developed by four individuals under the auspices of the Applied Research Ethics National Association (ARENA). Since its debut in March 1998, Ms. James has taken the lead role in continual development and refinement of the program, and has organized a total of sixteen IACUC 101 programs. Based on Ms. James' extensive working knowledge, proficiency, skills, and workflow on the ARENA IACUC 101 training project, Ms. James is the only known and capable source to continue this project. This project requires several levels of expertise to: (1) evaluate required content for the Resource Manual which focuses on Federal laws and regulations and is provided to each participant; (2) plan and recruit knowledgeable faculty, and adapt individual programs to different institutions throughout the U.S. and its territories; (3) conduct necessary post-program evaluations of attendee comments and suggestions to ensure the program continues to meet educational needs; and (4) have experience necessary to assist Assured institutions in planning and executing ARENA IACUC 101 training sessions. The proposed acquisition will be procured under FAR Part 13 - Simplified Acquisitions. This is not a Request for Quotation (RFQ), nor is an RFQ available, however, all responsive sources may submit a proposal in a timely manner which will be considered by OLAW. Firms interested in responding to the notice must be able to provide the services and geographic requirement as specified above. Responses must be in writing and must be received in the office within fifteen (15) calendar days from the publication date of this notice. Proposal must include pricing information and staffing criteria.
