Description
NA This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in FAR subpart 12.603, as supplemented with additional information included in this notice. This announcement constitutes the only REQUEST FOR PROPOSAL (RF P); proposals are requested and a WRITTEN SOLICITATION WILL NOT BE ISSUED. Solicitation Number DAAB07-02-R-N621 is issued as a RFP under FAR Part 13, Simplified Acquisition Procedures. The complete solicitation is enclosed. This solicitation document and incorporated provisions and clauses are those in effect through Federal Acqu isition Circular (FAC) 2001-07. This procurement is to assist the CECOM Acquisition Center in developing its vision, mission and value propositions into an evolving Balanced Scorecard Map and accompanying descriptions of its strategies and goals to include review and mapping of specific process operations within an envisioned operational. The resultant contract will be a firm fixed price three year IDIQ contract. Task Orders for services will be issued on an as required basis. FOB Destination is required. This effort will be on a Sole Source basis to Leading Solutions Group. This effort comprises the implementation of a Balanced Scorecard, associated metrics, and training. To award this effort to anyone other than Leading Solutions Group, who has performed information gathering and related activities for the past 18 months, would result in significant duplication of costs and unacceptable delays in meeting the required schedule. The provisions at 52.212-1 Instructions to Offerors, Commercial Items and 52.212-2 Evaluation, Commercial Items, applies to this solicitation/acquisition. Offerors shall include a completed copy of the provision 52.212-3, Offeror Representations and Certif ications, Commercial Items, with its offer. The clause at FAR 52.212-4, Contract Terms and Conditions, Commercial Items and 52.212-5 Contract Terms and Conditions Required to Implement Statues or Executives Orders, Commercial Items apply to this acquisitio n (specifically (but not excluding) all of 39.2, 52.212-4 and 52.212-15 parts 52.202-1,52.203-2,52.203-3,52.203-6,52.203-8,52.203-10,52.203-11,52.203-12,52.204-4,52.209-5,52.209-6,52.213-1,52.213-4,52.212-5,52.233-3,52.219-4,52.219-14,52.222-26,52.222-35,5 2.222-36,52.222-37,52.222-19,52.225-1,52.225-3,52.225-5,52.225-8,52.225-13,52.232-34,52.239-1,52.232-11.52.232-18,52.232-23,52.242-13,52.243-1,52.247-1,52.247-34,52.249-2. BELOW IS THE STATEMENT OF WORK: ATTACHMENT NO. 01 STATEMENT OF WORK FOR CECOM ACQUSITION CENTER STRATEGIC PLAN 1 BACKGROUND 1.1 INTRODUCTION The CECOM Acquisition Center (AC) has worked to maintain and improve levels of performance and increase opportunities for serving its mission. The CECOM AC requires assistance in developing its vision, mission and value propositions into an evolving Balanc ed Scorecard Map and accompanying descriptions of its strategies and goals. Supporting projects include leadership development, executive team building and coaching, updates to the strategic plan, interim suggestions for performance improvement and a comm unications package. 1.2 SCOPE OF WORK This Statement of Work defines the effort/support necessary for the contractor shall provide services to assist the CECOM AC in developing its vision, mission and value propositions into an evolving Balanced Scorecard Map and accompanying descriptions of i ts strategies and goals to include review and mapping of specific process operations within an envisioned operational model. The contractor, as an independent and not as an agent of the government, shall provide all personnel, equipment, tools, materials, supervision and o ther items necessary to conduct the management support services. 2 APPLICABLE DOCUMENTS The Contractor shall identify any applicable documents required. 3 GOVERNMENT FURNISHED INFORMATION (GFI) The Contractor shall identify any applicable GFI required. 4 STATUS REPORTING The contractor shall provide the required status reporting indicated in each individual task order. 5 MANAGEMENT SUPPORT SERVICES As Task Orders are issued, the Contractor shall provide the below listed services as specifically identified in the Task Order. 5.1 TRAINING The contractor shall provide customized and non-customized training programs to include the initial design and development of custom training courses. 5.2 CONSULTING AND COACHING: The contractor shall provide consulting and coaching of one or more individuals in the following areas; Business Transition Development; Design and Development of Materials; Process Architecture Development; Project/Program Management; And Performance and Leadership. 5.3 FACILITATION The contractor shall facilitate content-neutral or consultative facilitation of groups less than 30 people. 5.4 GRAPHIC AND TECHNICAL DESIGN The contractor shall Input and format the draft development materials into an electronic format (Graphic Design) and conduct the development of databases (Technical Design). 5.5 PERFORMANCE ANALYSIS The contractor shall provide the following; Develop and deliver interview protocols to gather data from process operators; Analyze of the data; Prepare and deliver the report; and Process mapping and incorporation into PDB Methodology 5.6 PROJECT MANAGEMENT The contractor shall provide program management to include but not limited to; training; delivery administration; production of materials; client resource support; logistical coordination; maintenance of program record databases; and transcription services .
