- The Electronic Systems Center (ESC) Global Air Traffic Operations/Mobility Command and Control) GATO/MC2) System Program Office (SPO) is competitively procuring one (1) commercial Very High Frequency (VHF) Data Link Mode 2 (VDL-2) Radio, one (1) Communications Control Panel, one (1) ARINC Characteristic 600 Mounting Tray and one (1) aircraft fuselage mounted VHF Antenna to support commercial Communications, Navigation, Surveillance/Air Traffic Management (CNS/ATM) link performance and evaluation of Aircraft Communications Addressing and Reporting System (ACARS) over Mode A and Mode 2 and Aeronautical Telecommunications Network (ATN) for the United States Air Force. The radio shall meet the requirements of specifications for operation in a USAF owned, contractor operated Boeing 707-321B aircraft in accordance with Federal Aviation Administration Part 25 and Part 91: ARINC 750; ARINC 429, ARINC 600, FAA Technical Standards Order (TSO) -C37b or later and -38b or later; RTCA Documents DO 160C, DO 186, DO 207 and European Organization for Civil Aviation Electronics (EUROCAE) Standards ED-23. The offeror shall provide documentation that the radio has successfully passed ARINC AQP and SITA VAQ testing for operation on their respective networks. The offered product shall interface to an ARINC Characteristic 758 Communications Management Unit (CMU), Teledyne Controls Part Number P/N: 2231900-2. The communications control panel and antenna shall meet all necessary FAA standards for airworthiness (FAA Part 25, Part 91, Part 125) for the identified aircraft. The communications control panel shall interface to the radio via ARINC Characteristic 429 and be capable of selecting and displaying the appropriate functions of the radio. As part of this solicitation and not separately priced (NSP) the offeror shall include all necessary installation and operations manuals and if available Interface Control Documents (ICDs) for the radio, communications control panel, and antenna. Offeror shall provide standard warranty, where applicable, for equipment procured by this solicitation. This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; proposals are being requested and a written solicitation will not be issued. This solicitation incorporates provisions and clauses in effect through Federal Acqusition Circular (FAC) 2001-08 effective 29 Jul 02. This solicitation is a request for quotations (RFQ) with solicitation number F19628-02-Q-0010. FAR 52.212-1, Instructions to Offerors-Commercial, applies to this acquisition. FAR 52.212-2, Evaluation-Commercial Items, also applies to this acquisition. Evaluation criteria are as follows (in descending order of importance): price, technical capability, and past performance where price is approximately equal to all other factors. Offerors are advised to include a completed copy of the provision at 52.212-3, Offeror Representations and Certifications-Commercial Items, with its offer. FAR 52.212-4, Contract Terms and Conditions-Commercial Items, applies to this acquisition. FAR 52.212-5, Contract Terms and Conditions Required to Implement Statutes or Executive Orders-Commercial Items, applies to this acquisition. Deliveries of items are due within 90 days of receipt of purchase order with FOB destination, Hanscom AFB, MA. Corley, Director, Commander's Staff, has been appointed to hear concerns from offerors or potential offerors during proposal development. The Ombudsman role is to hear concerns, issues, and recommendations and communicate these to the appropriate government personnel. The Ombudsman will maintain strict confidentiality if desired.
