Description

This is a combined synopsis/solicitation for a commercial item prepared in accordance with the format in Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; proposals are being requested and a written solicitation will not be issued. The Request for Quotation (RFQ) is 02SQ810559 and the incorporated provisions and clauses are those in effect through Federal Acquisition Circular 2001-07. The NAICS Code is 511210 and the business size standard is $21,000,000. All qualified responsible business sources may submit a quote and quotes shall include the business size. This procurement is being conducted under the Simplified Acquisition Procedures. The Bureau of Reclamation has a requirement for a small signal analysis tool, user license, and user support for small signal stability analysis of power systems with (1) graphical interface, including input data processing tools with more than one editing interface for different levels of data preparation requirements (ability to create, examine and modify data); (2) output analysis tools with tabular or graphical views of results, geographical displays, fully customized plots, data and graphics importing/exporting capabilities, including ASCII text, MS Office, and HTML; (3) ability to select eigenvalue calculation options, small signal stability index computation, frequency/step response computation, user-defined modeling capabilities, and automatic stability limit search; (4) multiple scenario and multiple contingency processing capability; (5) capability to import MATLAB/SIMULINK control models; capability to import power system dynamics data in either GE/PSLF or PTI format; (6) ability to archive and exchange studies; and (7) fully customized plots. Delivery and acceptance will be no later than October 25, 2002, FOB destination, at the Bureau of Reclamation, Denver Federal Center, Bldg. 810, Entrance N-9, Alameda & Kipling Streets, Denver, CO. The following provisions are applicable to this acquisition: 52.212-1, Instructions to Offerors - Commercial. The Government will evaluate quotations received in response to the solicitation based upon the total price bid. Offerors shall include a completed copy of the provision at 52.212-3, Offeror Representations and Certifications-Commercial Items, with its offer. The following clauses are applicable to this acquisition: 52.212-4, Contract Terms and Conditions-Commercial Items; 52.212-5, Contract Terms and Conditions Required To Implement Statutes or Executive Orders-Commercial Items, including Paragraphs (b) 11, 12, 13, 14, 15, 16, 18, 21, 25 and 27.
