Description
This procurement is for a Mechanical Shredder. This is a combined synopsis/solicitation for a commercial item prepared in accordance with the format in FAR subpart 12.6, as supplemented with additional information included in this notice. This announcement constitute the only solicitation; proposals are being requested and a written solicitation will not be issued. N47408-02-T-0343 is issued as a request for quotation (RFQ). This solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular FAC 2001-4. The procurement is 100% set-aside for Small Business; NAICS Code is 333298 and the small business standard is 500 or less employees. DESCRIPTION: CLIN 0001 Quantity (1) each Mechanical Shredder standard equipment shall be similar or equal to function of SSI Shredding Systems Inc., Low Speed High Torque Shredder Series 35, Model 85-E or equivalent. The following items will be purchased from one manufacturer that meets the following specification of the mechanical shredder to include, suitable for shredding recyclable plastic containers up to 55 gallon size for volume reduction, 35 inches x 63 inches cutting chamber, 59 inches x 79 inches in-feed hopper with ram assist, 100hp (460v/3ph/60hz) electric drive motor, Y-Delta Soft Start option for handling power surges on startup, UL508/C-UL508 labeling for standard electrical panels, NEMA 4 Enclosure, programmed controller to monitor/activate amperage overload reversing and auto-shutdown on frequent reversals, attached 48 inches high stand with discharge opening to accommodate users collection container and foot pads for anchoring to concrete pad, 2 day of on-site support by vendor including: startup checkout and operational and maintenance training at the installation location. CLIN 0002 Quantity (1) Lot On-Site Training. The contractor?s factory representative will provide necessary on-site training in the operation and maintenance of the unit following installation. The contractor?s trainer will be available for two full days (maximum of 8 hours each day) of training (maximum of 5 students). This includes a one day spent training operations people and one day spent training maintenance people. The operations training will cover principles of rotary shear shredder processing, safety precautions, trouble shooting, recommendations for maximizing system performance and minimizing operating costs, minor trouble shooting, and parts. The maintenance training will cover in detail, how to service/repair/replace routine maintenance parts. For estimating purposes, the following travel information should be assumed: Airfare from U.S. Naval Air Station Jacksonville, Florida is around $800.00 round trip. This is a Military (AMC MAC) flight. Navy Lodge ($45.00 per night) or BOQ (if available $14.00 per night) at Guantanamo Bay is the only overnight accommodations. CLIN 0003 Quantity (1) Lot Shipping charges to GTMO Expediter, Attn: Candice Keller, Blount Island Marine Terminal, 8998 Blount Island Boulevard, Jacksonville, Florida. The unit will be marked for, FFT: Public Works Dept., U.S. Naval Station Guantanamo Bay, Cuba (complete information on marked for address will be provided during award). Delivery Date is two months from date of award. FAR Provisions 52.212-1 and 52.212-2, Evaluation-Commercial Items applies. Evaluation criteria will be technical acceptability, price, and past performance. Offerors are to include a completed copy of FAR Provision 52.212-3, Offeror Representations and Certifications-Commercial Items, with its offer. A copy of this FAR provision can be obtained through download using the World Wide Web with Arnet. Gov/far?. FAR Clause 52.212-4, Contract Terms and Conditions-Commercial Items, applies as well as FAR Clause 52.212-5 (Deviation), Contract Terms and Conditions Required to Implement Statutes for Executive Orders-Commercial Items. The FAR clauses cited in 52.212-5 (Deviation) apply; 52-252.2, 252.212-7001, 52.232-33, 252.204-7004, 52.225-1, 52.232-33, 252.225-7000, 252.225-7001. It is required that you submit, with your quotation, descriptive literature (i.e. Catalog Cuts, catalogs, specifications, etc.) for the item you propose to supply. Quotations without this literature will not be evaluated for technical acceptability. Additionally, please submit at least three (3) references for past performance evaluation.
