- Description
- The National Library of Medicine (NLM) intends to negotiate on a sole source basis with Keynote Systems, Inc. for professional services for the Web Evaluation Project. The contractor will perform the following services: (1) provide the NLM with 12 months of the Keynote Web Perspective Business Full Page Global 35 FP Service for 6 URLs to be specified by the NLM from among the URLs of the Regional Medical Libraries, Resource Libraries, and International MEDLARS Centers. The 6 URLs will not include any NLM URLs. This service provides access to Keynote Systems, Inc.?s proprietary website for website technical performance monitoring. Keynote Systems, Inc. is uniquely qualified to provide performance services due to its development and application of the proprietary Keynote Web Site Measurement Metrics that monitor high-end access to web sites with comprehensive U.S. and international coverage; development and applications of the Business 40, consumer 40, and Government 40 performance benchmarking; leadership position in the domestic and international Internet performance measurement business; 3-year track record in providing quality Internet performance measurement services to the NLM; ability to carry out performance measurement and monitoring on a continuous basis; and ability to provide continuity in performance measurements that is compatible with monitoring data obtained from prior years. Keynote Systems, Inc.?s proprietary website provides NLM analytical tools for internet performance measurement. Keynote Systems, Inc. is determined to have the necessary permanent U.S. and international monitoring network; ongoing business, consumer, and government performance benchmarking capabilities; and customer software that allows direct comparison between client and benchmark performance measurements. This service will be procured under FAR Part 12 ? Acquisition of Commercial Items. This is not a Request for Quotations (RFQ), nor is an RFQ available, however, all responsible and responsive sources may submit a proposal that will be considered by the NLM. Firms interested in responding to this notice must be able to provide the professional technical services as specified above. Responses should demonstrate the firm?s ability to meet the government?s requirements. Responses are required within 15 (fifteen) calendar days from the publication date of this notice.
