- Description
- The National Library of Medicine (NLM) intends to negotiate on a sole source basis with Fulcrum Analytics, Inc. for professional services for the Web Evaluation Project. The contractor will perform the following services: (1) plan, conduct, and report on an online follow-up survey of MEDLINEplus users, with approximately 3,000 completed surveys. (2) plan, conduct, and report on an online survey of SPANISH MEDLINEplus users, with approximately 1,500 completed surveys. (3) plan, conduct, and report on two online focus groups with SPANISH MEDLINEplus users, with about 10 participants per group. Fulcrum Analytics, Inc. is uniquely qualified to provide follow-up surveys and focus groups of the English and Spanish MEDLINEplus users with a consistent methodology and cross-benchmarking against earlier surveys and focus groups, in order to make valid time series comparisons and analyses. NLM wishes to compare the results of the follow-up surveys and focus groups with the results of earlier surveys and focus groups conducted by Fulcrum Analytics, Inc. (then known as CyberDialogue, Inc.). This necessitates that the survey and focus group methodologies, and the analytical frameworks, be consistent and comparable. Fulcrum Analytics Inc.'s technical survey methodology involves the use of proprietary software. This service will be procured under FAR Part 12 - Acquisition of Commercial Items. This is not a Request for Quotations (RFQ), nor is an RFQ available, however, all responsible and responsive sources may submit a proposal that will be considered by the NLM. Firms interested in responding to this notice must be able to provide the professional technical services as specified above. Responses should demonstrate the firm's ability to meet the government's requirements. Responses are required within 15 (fifteen) calendar days from the publication date of this notice.
