Description
The Federal Highway Administration (FHWA) plans to negotiate a sole source purchase order with Mr. Charles J. Nemmers to conduct several courses, entitled, "Federal-Aid 101." This course will be offered to FHWA employees and to State DOT's around the country. The Federal-Aid 101 course is highly specialized, complex, arcane, and is not widely understood outside of the FHWA. The subject Federal-Aid is not a financial course and the agency's customer's who believe this is a financial course often misunderstand it. This course shows how Federal-Aid funds are integrated into every aspect of our Business - Environment, Construction, Design, Operations, Right-of-Way, Finance, etc. Expertise in this subject matter is extremely limited outside the agency. Mr. Nemmers has in-depth and expert knowledge and experience in the arcane subject matter. Mr. Nemmers has an extensive background of over 30 years of administering the Federal-Aid Highway Program through a variety of positions within the Federal Highway Administration. He brings a unique perspective to this course in that he has held a variety of FHWA field and headquarters positions that ranged from front line delivery of the Federal-Aid Program at the national and international level to leading national and international programs of highway infrastructure research. He has a unique understanding of the FHWA culture, work styles and the processes and challenges of the Federal-Aid Program in FHWA Division Offices. Because of Mr. Nemmers numerous roles in FHWA, he has gained extensive knowledge of all facets of the Federal-Aid Highway Program and has played a significant role in redefining how the FHWA would manage its Federal-Aid Program. He is also a certified NHI instructor and has successful previous experience teaching for the FHWA/NHI. Mr. Nemmers brings a level of expertise to this course that has contributed to the overall value of the course content and its successful delivery. Mr. Nemmers is the only known source available that possess a unique combination of specialized knowledge in the Federal-Aid Program, experience with FHWA, and extensive training background. All of these unique qualifications are vitally important in satisfying FHWA?s requirements and ensuring the successful delivery of these Federal-Aid 101 courses. This is a Simplified Acquisition and the threshold is $100,000. The anticipated award date is September 20, 2002.
