Wittler-Stichweh (816) 983-3827 Architect-Engineer firms having capabilities to perform this work are invited to submit one completed Standard Form 254. Architect-Engineer and Related Services Questionnaire and Standard Form 255, Architect Engineer and Related Services Questionnaire for specific project, to the office shown above. These forms are to be submitted no later than 3:00pm local time, September 23, 2002. Firms responding to this announcement before the closing date will be considered for selection, subject to any limitations indicated with respect to size and geographic location of the firm, specialized technical expertise or other requirements listed. No other notification to firms under consideration for this project will be made and no further action is required. All res ponsible sources may submit the requested SFs 254 and 255, which shall be considered by the agency. Solicitation packages are not provided for A-E contracts. This is not a request for proposal. Following an initial evaluation of the qualification and performance data submitted, three or more firms considered to be the most highly qualified to provide the type of services required, will be chosen for negotiation. Primary selection criteria of fir ms for negotiation shall be in order of preference based on demonstrated competence and qualifications necessary for the satisfactory performance of the type of professional services required which include: (a) Specialized Experience and Technical Competen ce, (b) Professional Qualifications, (c) Past Performance, (d) Capacity, and (e) Knowledge of the Locality. This action is solicited utilizing Full and Open Competition under SIC Code 8711, NAICS Code 541330 and is to be awarded as a Firm-Fixed Price Contract. Contract Information: This A-E contract will provide technical services under the Department of Defense Technical Assistance for Public Participation (TAPP) program. The services are required to support the activities of the Griffiss Restoration Advisory Board (RAB) for environmental projects at the former Griffiss Air Force Base, Rome, New York. Planned A-E services include: (1) Review of Proposed Plans for Areas of Concern (AOC) sites, (2) Presentation of the findings to the RAB and (3) Development of p ublic comments from meetings with the RAB. The A-E shall furnish all professional services necessary to complete the assigned tasks including management, supervision, labor, equipment, materials, tools, facilities, and transportation. The A-E shall prese nt the review of the Proposed Plans to the RAB during meetings with the RAB at the former Griffiss AFB, Rome, New York. The comments shall be developed within the site-specific 30-day public comment period. Selection will be made for one Architect-Engine er (A-E) services contract Not to Exceed (NTE) $75,000. This will be an Architect-Engineer Service type contract. The period of performance will be 5 years after date of award. To qualify for award under this solicitation, the contractor shall furnish all non-personal professional services including management, supervision, labor, equipment, materials, tools, facilities, and transportation, unless specified herein, for the task set forth herein. The contractor must possess certain minimum credentials: These include: Demonstrated knowledge of hazardous or toxic waste issues and/or laws, academic training in a relevant discipline (e.g. Biochemistry toxicology, environmental sciences, engineering), ability to translate technical information into terms understan dable by lay persons. In addition, the Contractor should possess the following credentials to assist the RAB in understanding the environmental restoration program: Experience working on hazardous or toxic waste problems, Experience in making technical presentations, demonstrated writing skills, previous experience working with affected individuals or community groups or other groups of individuals, previous experience in remedial investigations, feasibility studies, remedi ation design, risk assessment, toxicology, environmental impact, and environmental decision making. Assigned personnel shall have relevant past experience including but not limited to conducting hazardous waste remediation projects (assessment, design, an d construction) under the direction or guidance of the Department of Defense (DoD), the United States Environment Protection Agency (USEPA), or the New York State Department of Environmental Conservation (NYSDEC).
