- NA This procurement is advertised as a 100% SMALL BUSINESS SET-ASIDE. The U. S. Army Engineer District, New Orleans, has a requirement for Real Estate Appraisal Services. In support of the Comite River Diversion Structure Project. The Corps intends to award one (1), Firm-Fixed Price, indefinite delivery, indefinite quantit y task order contract as a result of this solicitation. The term of the contract will be one (1) year with options for four (4) one-year options. The contract will consist of a minimum of 50 appraisals and a maximum of 300 appraisals over a period of up t o five years. The award will be based on the best value to the Government considering price and other factors. Proposals will be rated according to the following evaluation factors and are listed in order of importance: Technical Experience, Past Perform ance and Price. Within the Technical Experience evaluation factor the following sub-factors will be considered and are listed in order of importance: Court Testimony; Valuation of Partial Takings; Valuation of Various Land Classes; Familiarity with the s ubject neighborhood and Professional designations. In addition to the evaluation factors stated above, there are two go/no go evaluation factors: The go/no go factors are mandatory requirements. The bidder must affirmatively demonstrate the following qu alifications in order for the bidder to be considered: a. Bidder who will be preparing and signing the appraisal report must be a state certified General Appraiser. b. The selected bidder must have approved by the U.S. Attorney for court testimony prior to contract award. The successful contractor will prepare, furnish and deliver tract appraisal reports of various parcels of land within the project area and will be given approximately 90 to 120 calendar days to complete the assignment depending upon the number of apprais als ordered. No more than 50 appraisals will be ordered at one time. Payment will be based on the actual number of ownerships appraised. An ownership is defined as all the property to be acquired from an individual or group of individuals, regardless of wh ether the tracts are contiguous. The Government will only consider qualifications of one appraiser in each proposal. A pre-award site visit will be scheduled with date and time specified in the Request for Proposal. Requests for Proposal will be issued on or about September 23, 2002.
