- NA 17. The Directorate of Contracting, POC E. Malissa Williams, Contract specialist, Phone 831-242-6563, Fax 831-242-6562 OR Nancy Bennett, Contracting Officer 831-242-6579 American Council TCHG, 6 Executive Plaza, Yonkers, NY 10701-6801 on a sole source bas is a 1 year with 2 option years contract for the development of testing, evaluation and coordination of the training and management of foreign language oral proficiency interviewers to conduct a minimal of 800 oral proficiency interviews in the following f oreign languages: Spanish, French, Hebrew, Arabic, Persian, Chinese-Mandarin, Russian, Korean, Serbian/Croatian, Greek, Turkish, Tagalog, Thai, Vietnamese, Japanese, Bulgarian, Pashto, Urdu, and Hindi. The test developed by ACTFL shall comply with all in tellectual property laws. This is a combined synopsis/solicitation for commercial item(s) prepared in accordance with 12.6, as supplemented with additional information included in this notice. The SIC Code is 8741, the North American Industry Classificatio n System (NAICS) code is 561110. The Solicitation document and incorporated Provisions and clauses are those in effect through Federal Acquisition Circular (FAC) 2001-07. The following Provisions and Clauses are incorporated and shall remain in full forc e in the resulting contract. FAR Part 52.212-1; Instruction to Offerors, Commercial Items, applies to this solicitation. FAR 52.212-4 Contract Terms and Conditions - Commercial Items. FAR 52.212-3, Alt I Officers Representations and Certification-Commer cial items FAR 52.212-5, Contract Terms and Conditions Required to Implement Statues or Executive Orders Applicable to Defense Acquisitions of Commercial Items. FAR 52.214-21, Required Central Contractor Registration, and DFARS 252.212-7001, Contract Term s and Conditions Required to Implement Statues or Executive Orders Applicable to Defense Acquisitions of Commercial Items. The anticipated award date is September 20, 2002. No solicitation is available. See Numbered Note: 22. The proposed contract action is for supplies or services for which the Government intends to solicit and negotiate with only one source under the authority of FAR 6.302. Interested persons may identify their interest and capability to respond to the requirement or submit proposals. This notice of intent is not a request for competitive proposals. However, all proposals received within 10 days (thirty days if award is issued under an existing basic ordering agreement) after date of publication of this synopsis will be considered by the Government. A determination by the Government not to compete with this proposed contract based upon responses to this notice is solely within the discretion of the Government. Information received will normally be considered solely for the purpose of determining whether to conduct a competitive procurement.
