Description
The National Institutes of Health (NIH), National Institute of Neurological Disorders and Stroke (NINDS), Neurophysiological Pharmacology Section (NPS) plans to procure from Plexon Inc., 6500 Greensville Ave., Suite 730, Dallas, TX 75206, a 16 Channel Multichannel Acquisition Processor (MAP) system. The NPS is investigating the role of specific neurotransmitters in regulating neuronal activity in extra pyramidal systems. The current focus is on the mechanisms underlying the ability of dopamine-containing neurons to maintain appropriate functional output from the basal ganglia. The NPS currently has a Government owned Plexon system that was purchased in 1999. A second Plexon system is now required so two researchers can run simultaneous studies and pool the data obtained. This can be done only if the hardware and software are compatible with the existing system. The system required must: 1) record simultaneously from up to 16 electrodes chronically implanted in different areas of the brain of an awake behaving rodent; 2) record single unit neuronal activity which is amplified and differentially recorded through 16 differential amplifiers; 3) process and monitor the data through software that makes it possible to selectively adjust the amplification and record from each of the electrodes independently; and 4) selectively save data representing waveform and timing of the action potentials and subsequently to perform cross correlations on spike trains from all the different pairs of neurons recorded. This equipment is commercial as defined in FAR Part 2, and this acquisition is being made in accordance with the test program using simplified procedures for certain commercial items as authorized in FAR 13.5. This is not a request for competitive quotation. However, if any interested party believes it can meet the above requirement, it may submit a statement of capabilities. The statement of capabilities and any other information furnished must be in writing and must contain material in sufficient detail to allow the NINDS research to determine if the party can perform this requirement. An original and one copy of the capability statements must be received in the contracting office by 1:00 p.m. EDT, on September 16, 2002. A determination by the Government not to compete this proposed requirement based upon responses to this notice is solely within the discretion of the Government.
