- NASA/ARC plans to issue a Request for Quotation (RFQ) for a DNA Slide Scanner for use in the Center for Nanotechnology. The government has identified only one source that can supply an instrument with all of the following minimum critical requirements: 1. The system must have high-speed simultaneous dual-channel scanning that increases the acquisition speed (minimum 5-minute scan for two wavelengths at 10um resolution), eliminates the need for post-capture image registration, and reduces photobleaching. Because of the simultaneous scanning, it is possible to view a complete ratio of values as the scan is progressing with real-time results. Minimum sensitivity required is 0.1 fluor/um2. These specifications are needed because a slower scanner could damage the sample. 2. Non-confocal scanning technology with 64 um depth of field to provide accommodation for a variety of substrate media and optimal signal-to-noise ratio and field uniformity is required as it is necessary to use many slides of different thicknesses. 3. The instrument must have a self-correcting mechanism for faults during scanning. The system must have a completely integrated hardware and software package that runs self-diagnosis of laser power and scanner performance, and ensures seamless communication and performance. 4. Scripting capabilities for generating customized reports and process automation are needed so the user can generate a log of each experimental variable. 5. Dynamic photomultiplier adjustment capability that allows the user to optimize detector voltages is required because samples may have different total fluorescence and all samples must be standardized. 6. Auto-alignment of other scanner model images. This feature allows use of third party slides. 7. Array list generator for identifying genes. This feature allows user-friendly interface for data analysis. 8. Integrated barcode reading.= =20 This very important feature allows bookkeeping of experiments. This procurement is being conducted under the Simplified Acquisition Procedures (SAP). NASA/ARC intends to purchase the system, a GenePix 4000B Integrated Array Scanner, with three copies of GenePix Pro 4.0 Acquisition and Analysis Software, with Acuity 1.1 Microarray Informatics Software, from Axon Instruments, Inc. of Union City, CA. under the authority of FAR 13.106-1(b)(1), only one source reasonably available. The Government intends to acquire a commercial item using FAR Part 12. Interested organizations may submit their capabilities and qualifications to perform the effort in writing to the identified point of contact not later than 12:30 p.m. local time on September 25, 2002. Such capabilities/qualifications will be evaluated solely for the purpose of determining whether or not to conduct this procurement on a competitive basis. A determination by the Government not to compete this proposed effort on a full and open competition basis, based upon responses to this notice is solely within the discretion of the government. Oral communications are not acceptable in response to this notice. All responsible sources may submit an offer which shall be considered by the agency. An Ombudsman has been appointed.
