- The USDA Forest Service, Region 1, Regional Office, Missoula, MT is seeking vendors to determine if sources exist for a potential small business set aside contract. Comments are also requested. *** There is no bid package or solicitation document associated with this announcement. It is not the intent of USDA Forest Service to reimburse providers for submitting information in response to this Request For Information. Please direct any questions to Point of Contact: Sarah Langston, phone (406)329-3657, email slangston@fs.fed.us ; fax (406)329-3536 *** This is a request for information (RFI) and no contract will be awarded pursuant to this announcement. *** The USDA Forest Service is seeking sources that have the following experience and expertise in electronic and non-electronic layout, design, and commercial artist skills. ***The result of the potential contract is a camera ready production of Enduring Stories, Dynamic Landscapes National Forests and Grasslands along the Lewis and Clark National Historic Trail. *** The desired style of the product will be to have the feel of an historic document that *unfolds* or reveals a sense of wonder of nature and the things we are still discovering today that help the Forest Service sustain the nation*s National Forests and Grasslands through time. *** The government furnished text will interpret the Lewis and Clark Expedition*s journey across the continent and reveal their discoveries by showing the reader where they can be experienced today on National Forests and Grasslands along the Lewis and Clark National Historic Trail. *** The Product Characteristics will be (1) 16-page full color *magazine* type publication; (2)Text will be interrupted and arranged around photos, line drawings, or pictures of artifacts; (3) Photos will be a collection of landscapes, wildlife, scenery, flowers, and people; (4) Each page will likely feature photo *side bar or call outs* with accompanying text caption of not more than two short paragraphs; (5)Front cover will likely be largely a photo with title, logos, Lewis and Clark type graphic; (6)Each page will have approximately 2-3 photos; (7) Two pages in the centerfold will be a full spread map showing national forest and national grasslands along the Lewis and Clark route (East coast to west coast) ; (8)Back page will be contact and agency information; (9) If original artwork is requested, it will likely be a total of only 2-3 small pieces within the document, used to add character, historic feel, and to re-enforce text content. ***The USDA Forest Service seeks potential contractors with all of the following skills: (1) Experience in layout and design of magazine, *tabloid* style publications; (2) Ability to produce artistic layouts that look like historic documents; (3) Expertise in the selection of font styles and graphic elements to achieve the desired historic look.; (4) Ability to produce original art; (5) Cartographic skills to produce the centerfold map; (6) Ability to research availability of publicly owned paintings and drawings to be used in the product; (7) Ability to use electronic and non-electronic methods to achieve desired result (software and commercial artist type expertise). We require the potential contractor who has experience laying out these type of *artistic* pieces as described, not someone with limited experience, who only lays-out business style newsletters.*** A potential contractor with the above expertise must be able to interact with the Forest Service and an independently contracted text editor to develop the layout and design of the publication to the print-ready stage of production. NOTE: The USDA Forest Service needs the potential contractor to be reasonably near, or in, Missoula, Montana to easily facilitate frequent interaction during the design and review process. Potential interaction with the Forest Service and Expected Deliverables or schedule are: (a) Forest Service will provide draft text, sidebar suggestions and a selection of possible supporting photos; (b) Forest Service and independently contracted editor will meet in person with layout and design contractor to convey concept; (c) Contractor provides draft layout for review; (d) Anticipate at least several iterations prior to selection of final graphic elements; (e) Contractor provides the Forest Service draft and final versions as both pdf and power point files (or other suggested state of the art digital format that is compatible with FS programs); (f) Forest Service owns all data rights to the final product including all art work. *** The potential delivery dates of this potential contract would be between October 15 through November 15, 2002. ***The potential evaluation and selection criteria are: Price; Past Performance with similar projects and publications with references; ability to meet the short deadline; knowledge of Lewis and Clark History; samples of art work and publications that relate to the desired style of product; experience demonstrated by samples, resumes, and recommendations. *** This RFI is for planning purposes and to provide USDA Forest Service with sufficient information and data to understand whether there are sufficient small business sources that are available to provide the required services within Northwestern Montana. *** This RFI does not constitute a commitment, implied or otherwise, that an Request for Proposal and subsequent procurement will be issued. However, USDA Forest Service will utilize the information for technical and acquisition planning. *** Subsequent acquisitions may follow in the ways that best meet USDA Forest Service needs. *** The government invites comments and interested parties to submit their indication of interest, along with a one to two-page statement of qualifications that meet or exceed the above criteria. Statement of interest with address and phone number, and any comments that would help us improve the potential acquisition of our product. *** All data received in response to this RFI that is marked, or designated, as corporate or proprietary information will be fully protected from release outside the government. ***All interested parties should submit their indication of interest and any applicable information by September 18, 2002 via electronic transmission to the Point of Contact provided above or via hard copy material to the following address: USDA Forest Service R1-RO Acquisition Management Attn: Sarah Langston, P.O.
