Description
The Federal Highway Administration (FHWA) plans to negotiate a sole source purchase order with Association of Metropolitan Planning Organizations (AMPO) to research topic area interests of relevance to transportation professionals at varying levels within and among agencies. They will also provide forums for discussing the implementation of transportation and land use activities to ease congestion. This research will reach not only State Departments of Transportation but also those who work on transportation planning at the metropolitan level. AMPO is a non-profit, membership organization that serves the needs and interests of Metropolitan Planning Organizations (MPOs) nationwide. AMPO is uniquely qualified to provide the requested services because they are the only known organization that represents such a large percentage of the MPOs in the country, and they have an extensive communication network in place to both obtain and disseminate information about transportation planning. AMPOs existing network with MPOs is necessary for successful completion of this research effort. There is no other known organization that has similar expertise in delivering technical information to all of the groups involved in metropolitan planning. AMPO offers its member MPOs technical assistance and training, conferences and workshops, research, a forum for transportation policy development and coalition building, and a variety of other services. AMPOs membership currently comprises about 57 percent of the nations 349 MPOs. AMPO also works closely with State departments of transportation, and transit operators to advance the goals and tenets of Federal legislation and good planning practices. Because AMPO represents a large percentage of the MPOs, have an extensive communication network in place to obtain and disseminate information about transportation planning they are the only known source available that can successfully complete this effort. This is a Simplified Acquisition and the threshold is $100,000. The anticipated award date is September 26, 2002.
