Description
NA The Volpe National Transportation Systems Center intends to procure on a non-competitive basis, through Simplified Acquisition procedures for contractor support in assessing and analyzing the groundwater data obtained from the Motorwheel Superfund site. The sole-source determination is based on the Government need for an analysis method that integrates conventional spatial and temporal statistics with optimization algorithms and a predictive site simulation tool. The Government requires a method that incorporates time sequence of measurements, both spatial and temporal, and uses existing site groundwater models. The only known source that meets the requirements is Subterranean Research Inc. which uses a proprietary time-varying Bayesian filter to retain the key features of conventiona l statistical methods while overcoming obstacles, such as managing the rapidly growing size of covariances leading to substantial computing problems. Small Business firms classified under NAICS Code 562910 that are interested in responding must demonstrate in writing within 15 days from the date of this synopsis that they can meet the requirements specified above. This proposed action is for services for which the Government intends to solicit and negotiate with only one source under authority 6.302. This notice of intent is not a request for competitive quotes. A determination by the Government not to compete this proposed purchase order based upon responses to this notice will normally be considered, solely for the purpose of determining whether to conduct a competitive procurement. RFQ issuance will be on or about September 27, 2002. Telephone requests will not be accepted, only written requests for this RFQ will be accepted, however, we will accept requests via facsimile at (617) 494-3024. This notice is for informational purposes for Minority, Women-Owned and Disadvantaged Business Enterprises: The Department of Transportation (DOT), Office of Small and Disadvantaged Business Utilization (OSDBU), has programs to assist minority, women-owned and disadvantaged business enterprises to acquire short-term working capital and bonding assistance for transportation-related contracts. This is applicable to any eligible prime or subcontract at any tier. The DOT Bonding Assistance Program enables firms to apply for bid, performance and payment bonds up to $18.0 million per cont ract. The DOT provides 80% guaranty on the bond amount to a surety against losses. Loans are also available under the DOT Short Term Lending Program (STLP) at prime interest rates to provide accounts receivable financing. The maximum line of credit is $500,000.
