Description
NAICS Code: 541710 The Government intends to award a Firm Fixed Price sole source simplified acquisition to the Center for Chemical Process Safety American Institute of Chemical Engineers, 3 Park Avenue, New York, NY 10016. EPA's Chemical Emergency Preparedness and Prevention Office (CEPPO) is engaged in outreach and training activities with the chemical industry on fixed facility security . One of the key analytical tools for analyzing security needs is a vulnerability assessment. The Center for Chemical Process Safety (CCPS) has developed a proprietary methodology, Security Vulnerability Analysis (SVA), for the chemical industry and government officials with oversight responsibilities for that sector. There is an urgent need to provide the chemical industry with training venues for this new SVA methodology. The vendor shall conduct three two-day workshops on the methodology at a level of detail appropriate for chemical site managers, process safety and security managers and others responsible for oversight, review of Vulnerability Analysis. The workshop shall include small group exercises on the SVA methodology to reinforce the process at chemical facilities, address security threats and assessing current security measures and enhancements and identify recommendations for countermeasures to reduce security risks. The vendor shall prepare all workshop materials and provide workshop facilitators with experience in the CCPS SVA methodology. The vendor shall prepare a course outline in advance for the workshops and the course outline shall be approved by the Project Officer. The vendor shall provide a course evaluation to participants and provide the results of the evaluation to the Project Officer. The vendor shall provide two trainers/facilitators per workshop with a maximum of 35 attendees per workshop. Schedules of Deliveries: Training facility space and audio-visual equipment has been reserved at EPA Region 3, Region 5 and Region 1. Dates and location for delivery of the training workshops are as follows: Philadelphia, October 29th and 30th, 2002, USEPA Region 3, 1650 Arch Street, Philadelphia, PA 19103; Chicago, October 30th and 31st, 2002, USEPA Region 5, 77 West Jackson Blvd, Chicago, IL 60604; Boston, November 13 and 14, 2002, USEPA Region 1, JFK Federal Building, Congress Street, Suite 1100, Boston, MA 02114. The Government anticipates this project should cost between 45K and 60K to perform.
