- This is a combined synopsis/solicitation for the acquisition of commercial supply prepared in accordance with the format in FAR Subpart 12.6, as supplemented with additional information included in this announcement. The Solicitation Number is N00604-02-T-B530. THIS ANNOUNCEMENT CONSTITUTES THE ONLY SOLICITATION; WRITTEN PROPOSALS ARE BEING REQUIRED AND A WRITTEN SOLICITATION will not be issued. Proposals must include a completed Representations and Certifications (FAR 52.212-3 Offeror Representations and Certifications - Commercial Items and DFARS 252.212-7000 Offeror Representation and Certifications - Commercial Items. All prospective quoters are responsible for monitoring this site for the release of amendments (if any) or other information pertaining to this solicitation. All responsible sources may submit a quotation in response to this synopsis, which shall be considered. This synopsis/solicitation is being issued as a Request For Quotations (RFQ), for a Firm Fixed Price type contract incorporating provisions and clauses in effect through Federal Acquisitions Circular 2001-09 and DFARS Change Notice 20020730. The Regional Contracting Department, Pearl Harbor, Hawaii intends to award a firm fixed price contract for the following: CLIN 0001 Delivery of Liquid Propane Gas (LPG) to a common tank shared by two separate users at the incinerator located at 1097 Bishop Point, Hickam AFB, Hawaii for the period of 1 Oct 02 to 30 Sep 03. The LPG tank is maintained and serviced by a commercial company. Quote is to be FOB Destination, Hickam AFB, Hawaii. Estimated annual usage 16,304 gallons, and is billed according to metered usage per month. Funds are presently not available for this procurement for the period 1 Oct 02 thru 30 Sep 03. The Government obligation hereunder is contingent upon the availability of appropriated funds from which payment for the contract purposes can be made. No legal liability on the part of the Government for payment of any money shall arise unless and until funds are made available to the Contracting Officer for this procurement and notice of such availability to be confirmed in writing by the Contracting Officer is given to the Contractor. The FSC code is 9130. The NAICS code and the small business size standard for this procurement is 221210 and 500 employees respectively. All qualified responsible business sources may submit a quotation, which shall be considered by the agency. Contractor must be registered in the Central Contractor Registration Database (CCR) to be eligible for Department of Defense Contract awards. Lack of registration in the CCR database will make an offeror/quoter INELIGIBLE FOR AWARD. Please ensure compliance with this regulation when submitting your quote. The offeror shall provide the information required in FAR 52.212-3 Offeror Representations and Certifications-Commercial Items and in DFARS 252.212-7000-Offeror Representations and Certifications?Commercial Items. The FAR clause 52.212-5 Contract Terms and Conditions Required to Implement Statutes or Executive Orders-Commercial Items, includes the following clauses incorporated by reference: FAR 52.212-19 Child Labor-Cooperation with Authorities and Remedies, FAR 52.222-21 Prohibition of Segregated Facilities, FAR 52.212-26 Equal Opportunity (E.O. 11246), FAR 52.22-35 Affirmative Action for Disabled Veterans and Veterans of the Vietnam Era (38 U.S.C. 4212), FAR 52.222-36 Affirmative Action for Workers with Disabilities. Under this clause, the following is incorporated by reference: DFARS 252.225-7001, Buy American Act and Balance of Payments Program (41 U.S.C. 10a- 10d, E.O. 10582).
