Description
This solicitation is issued under the Federal Acquisition Regulation (FAR) Part 13, Simplified Acquisition procedures, for the purpose of issuing an order with a single vendor for the services described herein. The Government does not expect the firm fixed price for this effort to exceed $10,000. If you intend to furnish a quote, submit four (4) copies of both the technical response and price quotation on or before 4:00 p.m., September 26, 2002 to the address below. Facsimile quotes will be accepted only with prior notice (fax 703-292-9140 or 9141). Electronic submissions are acceptable but NSF does not guarantee security of data. Electronic submissions may be addressed to sgreene@nsf.gov. National Science Foundation, Division of Contracts, Policy and Oversight, Attn: Shirley P. Greene, Room 475, 4201 Wilson Boulevard, Arlington, VA 22230. Envelopes must include the full address cited above and shall be labeled as follows: MAILROOM: DO NOT OPEN (RFQ CPO-020067) Deliver Directly to Room 475. Description/Specification/ Work Statement, Background: The Office of Polar Programs (OPP) publishes information on all National Science Foundation (NSF) Arctic Awards each fiscal year. The published book is used as outreach material for potential proposers, as well as the general public interested in the types of arctic research projects funded by the NSF. The Awards Book is divided into program areas. Indexes are prepared for quick reference. The Awards Book is typically divided into the following sections: 1) Table of Contents; 2) Introduction; 3) Summary of Awards; 4) Indexes (which consist of an alphabetical listing of principal investigators, institutions, and geographic areas). Objective: The objective of this procurement is to produce a camera-ready document. This effort will involve interaction with the Contracting Officer?s Technical Representative (COTR). Task Description: 1. Contractor consults with NSF Contracting Officer?s Technical Representative (COTR) to determine the appropriate procedures in document preparation; 2. Search NSF awards database for fiscal year 2002 arctic science, engineering, and education awards. Search awards abstracts using relevant keywords. Compare to information provided by NSF COTR. There will be approximately 400 awards; 3. Sort awards by science discipline and program area using a database program such as Microsoft Access; 4. Prepare discipline-by-discipline funding table, cross-referenced to state, institution, and funding source (OPP or other NSF); 5. Contractor will use NSF database to acquire information (award number and title, award amount (OPP and/or other program), institution, address, and Principal Investigator, and abstract), and verify all information); 6. Prepare indexes (alphabetical listing of principal investigators, institutions, and geographic areas); 7. Prepare Table of Contents, Introduction, and list of institutions sorted by State; 8. Draft document is provided to the COTR: 9. Final revisions are made (if necessary). The document is placed in a computer file (Microsoft Word or similar); 10. A printed final version and file are delivered to the COTR; 11. Contractor and COTR review page proofs and determine correctness. Inspection and Acceptance - Inspection and acceptance shall be performed by the designated personnel named in the Delivery Order. Performance and Deliveries. It is anticipated that the period of performance will be one (1) year for the contract awarded, with two (2) one-year option periods. Deliverables: The contractor shall deliver a camera-ready copy of the document. The contractor shall deliver an electronic copy (Microsoft Word or similar) file of the document. Schedule: The first draft of the Awards Book is required by November 30, 2002, or within 60 days following the award date, whichever is later. The camera-ready copy and file shall be delivered within 15 days following final approval of the draft copy. Evaluation Criteria for Award. Technical Evaluation Criteria, 1. Qualifications of personnel proposed for the project, including prior relevant experience performing similar work (include resume and certification of availability). 2. Understanding of the work to be performed/Technical Approach, as reflected by offeror?s interpretation of this task and their approach to fulfilling the requirement. 3. Ability to convey information similar to that of the required effort in a polished and professional manner, as demonstrated by the required writing sample. TECHNICAL PROPOSAL. The technical proposal shall include the following: Up-to-date resumes for the proposed project team members. Attention should be given but not limited to: Writer/editor: experience editing and/or writing science for a diverse audience and for online documents. Project manager: managing projects with a tight deadline. Proposals will be evaluated on technical evaluation factors and price quotations. Technical factors will be more important than price in the selection of the Contractor for this acquisition. In the event that the evaluation reveals that two or more offerors are approximately equal in technical factors, then price may become a more significant factor in determining award. In any event, the Government reserves the right to make an award that is most advantageous to the Government.
