Description
 This is a Notice of Intent for commercial items prepared in accordance with the format in Federal Acquisition Regulation (FAR) Subpart 12.6, as supplemented with additional information included in this notice. This solicitation is being issued as a Request for Quotation (RFQ) #0019181, the provisions and clauses incorporated are those in effect through Federal Acquisition Circular (FAC) 2001-08. This solicitation is under the Simplified Acquisition Procedures (SAP). The Government intends to solicit and negotiate on a sole source basis with The Bell Helicopter Academy, Ft. Worth, TX 76101 for a Firm-Fixed Price Service contract for (1) base year and (4) option years, for transition and recurrent training for FBI helicopter pilots. Overall, the training should promote safe helicopter operating practices by refreshing pertinent knowledge, focusing on aeronautical decision making, and sharpening pilot skills.The training should also include a combination of classroom, flight training device (FTD-simulator) and actual flight instruction. The specific training must incorporate all the following Bureau requirements: Classroom & Simulator Training: (1) Aeronautical Information Manual (AIM)- Review of airspace, communication procedures, and VFR/IFR flight procedures (2 hours). (2) Federal Aviation Regulations (FAR)-Review of 14 CFR Part 91 as it pertains to VFR flight operations (1 hour). (3) VFR Flight Exercise - A classroom exercise addressing the regulations and procedures pertaining to the conduct of a typical VFR flight (1 hour).(4) LTE/Tail Rotor Malfunctions - An in-depth discussion on aerodynamics of Loss of Tail Rotor Effectiveness and Tail Rotor Malfunctions, with an emphasis on recovery procedures (1 hour). (5) Limitations/Height Velocity Diagram - An analysis of the concept of aircraft limitations including a discussion of the Height-Velocity Diagram (1 hour). (6) Spatial Disorientation/Inadvertent IMC -Discussion of human physiology and the conditions which produce the sensations of disorientation (1 hour). (7) Human Factors - Review of several accidents with a focus on the Human Factors involved (4 hours). (8) Flight Training Device (simulator)- Exercises in the FTD to refresh the pilot in instrument flight procedures, including practice in IIMC recovery procedures (2 hours). In-aircraft Flight Training-3.5 Hours: (1) Normal Maneuvers - Ground Orientation, Flight Manual Review and Operating Limitations, Pre-flight inspection, engine starts, run-up, shutdown, hovering, advanced hovering patterns, taxiing (air/ground), normal take-off, level flight, air work and traffic patterns, normal approach, maximum performance take-off, steep approach, and quick stops. (2) Emergency Procedures - Simulated hydraulics failure, (run-on landing and hover recoveries), Hovering autorotations (Out of Ground Effect recoveries), straight in autorotations, 180 degree autorotations, forced landings, tail rotor malfunctions (stuck pedal procedures), spatial disorientation. (3) Optional Maneuvers - Slope operations, Confined Area Operations, Pinnacle Operations, Settling with Power, Night Flight.Particular attention should be directed to the emergency procedures that require the helicopter to contact the ground at the conclusion of the maneuver, ie: autorotations. Currently, Bureau helicopter pilots are not allowed to complete ?full touchdown autorotations? in Bureau helicopters. The training facility should provide their own helicopters for these maneuvers. The proposed contract action is for services for which the Government intends to solicit and negotiate with only one source. Concerned parties may identify their interest and capability to respond to the requirements or submit quotes. This notice of intent is not a request for competitive quotes. However, all quotes received prior to the closing date for offers will be considered for review by the Government. The following FAR clauses are incorporated by reference and apply to this acquisition: 52.212-1 Instructions to Offerors - Commercial Items. (OCT 2000); 52.212-4 Contract Terms and Conditions-Commercial Items (Feb. 2002) and 52.212-5 Contract Terms and Conditions Required to Implement Statutes or Executive Orders - Commercial Items (May 2002), Each offeror shall include a completed copy of the FAR provisions at 52.212-3, Offeror Representation and Certifications (July 2002) with its offer. Offerors are encouraged to use the Standard Form (SF) 1449 - Solicitation/Contract/Order for Commercial Items - - found on the Internet at http://www.gsa.gov/forms. All responsible sources may submit a quotation which, if timely received shall be considered by the agency. Government will award to the responsible offeror whose offer conforming to this solicitation will be most advantageous to the Government, price and other factors considered. Submissions by Offerors are requested to be presented in two distinct sections, the FIRST being a technical offer to include specifications, diagrams, and performance capabilities as needed and a SECOND section to include item pricing and certification information and past performance information which consists of contact information (ie. name, address and phone numbers) for three individuals. Offerors will be evaluated in accordance with FAR 52.212-2 Evaluation-Commercial Items (Jan. 1999). The following factors shall be used to evaluate offers: Technical ability to meet requirement, Price, and Warranty in descending order of importance. All quotes and offers shall be submitted to the address listed on line number seven no later than 4:30 p.m. EST, September 27, 2002 OR submitted via facsimile at (202) 324-0570 [ in accordance with FAR clause 52.215- 5 Facsimile Proposals (OCT 1997) ] by the same day and time. Quotes and offerors not received at the mail or fax location specified will be considered late/non-responsive in accordance with the FAR. Due to heightened security and scrutiny of mail entering Government buildings, offerors are encouraged [but NOT required] to use FedEx (Federal Express) to reduce possible delays in the delivery of quotes and offers. No hand deliveries will be accepted by the FBI. Quotations and offerors must state offeror name, address, and telephone number and be marked with solicitation number RFQ#0019181. The Government anticipates award to be made within two (2) weeks after closing.
