- An amendment has be done to this combined synopsis/solicitation for a commercial service prepared in accordance with the Federal Acquisition Regulation (FAR) Part 12.6 as supplemented with additional information included in this notice, however a hard copy will not be available. The solicitation number for this Request for Quotation is F07603-02-Q5002. Services non-personal. The following changes and/or additions are made: Under-growth and vines are to be sprayed with a vegetation spray Roundup (weed killer) daily as the clearing has been completed and once the whole area is complete another application shall be applied. The initial start date could be sooner than October 15th. Provide all tools, equipment, and personnel to remove all under-growth, shrubs, vines, and bushes within 15 feet inside of the chain link perimeter fence surrounding Military Family Housing in the Eagle Meadows Housing Area. This includes all tree branches hanging over the perimeter fence and also all branches and growth entwined within the perimeter fence. Also included are trees that have a diameter of six inches or less. Dead trees and/or leaning trees also the roots of the trees removed. Poison Ivy/Oak at various locations along fence line. The work area encompasses approximately .6 of a mile of fence line. Work is to be accomplished during normal duty hours (7:30am - 4:30pm) eastern standard time and will not be performed on Saturdays, Sundays, or holidays. The estimated performance period is 60-days. This solicitation is issued on a restricted basis, under Standard Industrial Code 1629 (NAICS CODE 234990). This solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular 01-09. Questions asked at the Pre-proposal and site visit on 12 September 2002. 1. Q. Can the project be started earlier due to the temperature conditions when using roundup so that it can be effective? A. Yes, It is scheduled for October 15th but can be sooner. 2. Q. Is the work being done on the government?s side or private land? A. The work that needs to be done is on private land. The Base Real- Estate Office is inquiring with the Land Owner. 3. Q. Do you want all trees under six-inches diameter cut down? Also all dead trees are dead trees or trees that are leaning on the government side of the fence? A. Yes, all trees that are under six-inches diameter and under including Trees that are dead or leaning in any direction should be taken out Along with the roots being dug up. 4. Q. If the government cannot get permission can we just clear the fence- line from the governments side as best as we can? Possibly trimming trees that over hangs on the government?s side along with the vines entwined within the fence line. 5. A. We will make a determination once the results come back from Base Real-Estate Office. 6. Q. What if the owner of the private property does not want the government to cut on that side of the land? A. The contract would not be awarded. 7. Q. Would it be o.k., to bush-hog the under brush once it is cleared? A. Yes. 8. Q. Can we ground the roots of the trees out? A. Yes. Are we to take down leaning green or dead trees regardless of size? A. Yes. 3. Q. Are we quoting the trees as well? A. Yes. 4. Q. Are we spraying roundup on both sides? A. Yes, to a certain degree on the ?Government? side. 5. Q. Do we have permission from the farmer that owns the property to do the work? A. No, Real-Estate is presently working on permission from the land owner. 6. Q. Can we use other products on the leaves along the fence line? A. Yes, whatever it takes to accomplish the job that is environmentally safe and approved by the Dover AFB. 7. Q. When your clearing and your stacking the vegetation can you burn-it? A. No, It is an environmental issue. 8. Q. Do you post jobs under $25,000 on the Internet? A. We required to post all requirements over $25,000 on FEDBIZOPS (eps.com) and, we may post requirements from $10,000. 9. Q. Are we required to get stumps that grow into the fence out? A. Yes, trim the stump as short as possible without damaging the fence line. 10. Q. Trees that are hanging over the fence line, how high up do you want us to go? A. Any tree hanging over the fence line will be trimmed vertical straight up, In-line with the fence. 11. Q. Are we removing all the vines on the fence? A. Yes. 12. Q. Are the trees 6? circumference or diameter? A. 6? Diameter, 13. Q. How many days do you have for rain days??two for one? A. The contract maybe extended for rain days. 14. Q. What about set-up, do we have a location? A. Yes, coordination of setup location will be with Mr. Miller phone # (302) 677-6979 or Mr. Moore (302) 677-6972. 15. Q. What happens if it is not done in 60-days? A. Put in your quote the amount of time that may be required to complete the requirement. 16. Q. What about the area for equipment? A. That will be designated when the award is made. 17. Q. Does the wood and debris need to be removed everyday? A. The debris will have to be cleared daily and may be placed in a dumpster. The dumpster must be supplied by the contractor. 18. Q. Can we Stock Pile and clean up later? A. Yes, as long as cleanup is accomplished daily. 19. Q. If the farmer lets us on his land are we going to have to pay him? A. No, your contract is with Dover AFB. 20. Q. What is the federal hedge-roll under the Denrec? A. We will check on that and get back to you. 21. Q. Do you know before the bids are in if the land will be available? If so are you going to award it? A. No, If clearance isn?t received by 30 September 2002 there will be no Award. 22. Q. Is the majority of the land 15? or less? A. Yes, most of it is less than 15?. 23. Q. How high up do you want the vines on the trees to be taken down? A. Take the vines up to the height of the fence. Richard E.
