Description
The Smithsonian Institution is seeking proposals to furnish all supervision, labor, materials and equipment required for the Physical Plant Renewal Project for the National Portrait Gallery/Smithsonian American Art Museum at the Old Patent Office Building as set forth on Drawings (Volumes I, II, III and IV) and Specifications (Volumes I, II, III, IV, V and VI) dated August 19, 2002 for OFEO Project No. 943402. The Scope of the Work includes, but is not limited to, selective demolition and salvage, installation of new mechanical, electrical, telecommunications, plumbing, security, fire alarm and fire protection systems, reconditioning of existing and installation of new elevators and lifts including the associated demolition, structural and architectural work required to complete the installation of these systems; new ADA accessible ramps at the G Street entrance and a new accessible entrance at the F Street entrance including a new elevator and associated structural, architectural and landscape modifications; excavation of the existing courtyard and construction of a new auditorium and associated spaces below ground level including construction of a paved new courtyard. The existing building will be modified to include galleries, office, retail, support spaces for the museum and for the building as well as conservation laboratories. Modifications to the existing landscape including plant removals, new plant installation, modification of existing soil and importing of new plant mix, irrigation and planters are also part of this project. The Old Patent Office Building occupies the two city blocks between 7th, 9th, F and G Streets, NW, Washington, DC. All firms interested in submitting a proposal in response to Solicitation No. F0236SOL0039, need copies of the solicitation documents. The Solicitation documents (excluding the drawings and specifications) will be available upon written request, fifteen days after publication of this notice, from the Smithsonian Institution, Office of Contracting, P.O. Box 37012, 750 9th Street, NW, Suite 6200, Washington, DC 20013-0907, Attn: Dottie Leffler, Code 30. Requests for solicitation documents should be written on company letterhead and have complete street address, telephone and facsimile numbers, and name of company representative (written requests for solicitation documents may be delivered to the above address or by facsimile transmission to 202/275-1263). Copies of the drawings (Volumes I through IV) and specifications (Volumes I through VI) will be available for purchase, fifteen days after publication of this notice, by interested parties at their own expense (this cost is non-refundable) from The New RT, 18810 Woodfield Road, Gaithersburg, MD 20879. Offerors must use this location only. (Call 301/670-0090 for pricing and ordering information, reference OFEO Project 943402). A pre-proposal meeting will be scheduled at a later date. The date, time and location of the pre-proposal meeting and due date for submission of proposals will be included in the solicitation documents. All firms responding to this solicitation will be required to submit a business and technical proposal for evaluation. Proposals will be evaluated using the following weighted factors, as described in the Solicitation: 1) Firms? Experience and Past Performance (25) points; 2) Plan of Accomplishment and Contract Time (20) points; 3) Key Personnel and Subcontractors (10) points; 4) Encaustic Tile Fabricator and Installers (5) points and 5) Schedule of Values and Contract Price (40) points. Award of this contract is contingent upon the availability of appropriated funds from Congress.
