Description
NA The Solicitation incorporates the requirement the successful offeror, should an award be made, own, operate, maintain, repair, future upgrades, and future utility system replacements for the existing exterior potable water and wastewater utility systems (u tility systems) located at Mc Alester Army Ammunition Plant (McAAP or the Installation), Oklahoma. The successful offeror(s) will be required to purchase the existing systems from the Government and may be required to provide expansions to the systems to m eet future Government requirements. The resulting contract(s) if awarded, will require the successful offeror(s) to furnish all facilities, labor, material, tools and equipment necessary to own operate and maintain the utility systems. The successful offer or(s) will manage the maintenance, repair(s) replacement, etc. of the utility system(s) to ensure continuous, adequate, and dependable service for each Government or tenant connection within the service area. The successful offeror(s) shall be responsible for funding all capital investment required to acquire, maintain and operate the utility systems in a safe, reliable condition and to meet the requirements listed in the solicitation. The successful offeror?s proposals and plans may become part of the cont ract upon the decision to award. Past Performance information from potential offerors shall be submitted as directed in the RFP. No offeror will be denied the opportunity to submit a proposal in response to the RFP. BGAD is part of the U.S. army Operations Support Command (OSC) and is located 28 miles south of Lexington and five miles southeast of Richmond, Kentucky. The Installation is situated on approximately 14,596 acres located in Madison County, Kentucky, centrally located in the eastern half of the s tate. The utility systems are currently owned by the U.S. Army, and are operated and maintained by contractor personnel. BGAD?s potable water utility system includes one water treatment plant (WTP), one million gallon clear well/fire protection reservoir, one 250,000 gallon elevated storage tank, approximately 135,000 linear feet of potable water distribution mains and four lift/pump stations. Constructed in 1942, the BGAD WTP has a design capacity of 0.72 million gallons per day (MGD) and incorporates a li me/alum/filtration facility. The actual flow through the WTP averages roughly 0.123 MGD. BGAD?s wastewater utility system includes roughly 108 service laterals, approximately 42,000 linear feet of sewer mains (ranging in size from 4-inch to 12-inch), appro ximately 124 manholes, 1 ejector station, and 2 wastewater treatment plants (WWTPs). Constructed in 1942, BGAD WWTP # 1 Has a design capacity of 0.380 MGD and incorporates a fixed film process (trickling filter). The actual flow through WWTP # 1 averages 0 .175 MGD. Constructed in 1980, BGAD?s WWTP # 2 has a design capacity of 0.016 MGD and utilizes a suspended growth precess (extended aeration). The actual flow through WWTP# 2 averages 0.01 MGD. This solicitation is to be awarded as a Fixed Price ? Price Re determination ? Prospective Utility Services Contract (in accordance with FAR 52.216-5).
