Description
NA The Solicitation incorporates the requirement for the successful contractor to own, operate, maintain, repair, future upgrades, and future utility system replacements for the existing exterior electrical distribution system (utility system) located at Blue Grass Army Depot (BGAD or the Installation), Kentucky. The successful offeror will be required to purchase the existing utility system from the Government and may be required to provide expansions to the utility system to meet future Government requireme nts. The resulting contract if awarded, will require the successful offeror to furnish all facilities, labor, material, tools and equipment necessary to own operate and maintain the utility system. The successful offeror will manage the maintenance, repa ir(s) replacement, etc. of the utility system to ensure continuous, adequate, and dependable service for each Government or tenant connection within the service area. The successful offeror shall be responsible for funding all capital investment required to acquire, maintain and operate the utility system in a safe, reliable condition and to meet the requirements listed in the solicitation. The successful offeror?s proposals and plans may become part of the contract upon the decision to award. Past Perfo rmance information from potential offerors shall be submitted as directed in the RFP. No offeror will be denied the opportunity to submit a proposal in response to the RFP. BGAD is part of the U.S. army Operations Support Command (OSC) and is located 28 miles south of Lexington and five miles southeast of Richmond, Kentucky. The Installation is situated on approximately 14,596 acres located in Madison County, Kentucky, centrally located in the eastern half of the state. The utility system is currently o wned by the U.S. Army, and is operated and maintained by contractor personnel. The BGAD electrical distribution system includes approximately 25 circuit miles of 4.16-kV overhead (OH) distribution lines, approximately 6.2 miles of OH secondary lines, appro ximately 0.5 circuit miles of 4.16-kV underground (UG) primary distribution lines, approximately 0.1 circuit miles of UG secondary, approximately 210 pole-type transformers (ranging in size from less than 15 kVA to 100 kVA), approximately 6 pad-mounted (ra nging in size from less than 112.5 kVA to 1,000 kVA), roughly 280 service, approximately 8.8 circuit miles of overhead/underground street lighting circuits, 489 lighting fixtures, three 4.16kW circuit breakers and one 1,200 amp industrial service breaker. The solicitation does not include the purchase of the electric power that will be distributed throughout BGAD. This solicitation is to be awarded as a Fixed Price ? Price Redetermination ? Prospective Utility Services Contract (in accordance with FAR 52.2 16-5). The UP solicitation will be issued September 30, 2002.
