Description: Synopsis draft The Fleet and Industrial Supply Center (FISC) Norfolk Detachment Washington, DC intends to award a Sole Source Firm Fixed price contract with Phillip A. Rubin and Associates to provide technical support to the Navy for the international regulatory protection of radio location spectrum resources in the GHz band. This will be awarded as a sole source procurement under FAR 6.302-1. See Note 22. All responsible sources may submit an offer, however, only services meeting the Navy's requirements will be considered for award.
