- NA OBJECTIVE: Award an order to a Contractor who can provide 84 Aluminum Spanners. The Spanners will be placed between trailers, loading docks and rail cars. These items must be stable and not move as vehicle or equipment are transported onto them. REQUIREMENT: Eighty-four (84) aluminum Spanners to bridge the gap between trailers, loading docks and rail cars. These Spanners must have:  A load capacity of 17,000 lbs.  24? wide and 72? long  Two man portable with handholds near ends for ease of movement  Non-skid top coated to reduce slippage  Decking that is a minimum of ?? aluminum  A height no taller than 4 inches.  Stability/without movement while transporting between trailers, loading docks and rail cars Pricing is required to be FOB Destination Ft. Wainwright, AK 99703. Evaluation will incorporate drawings, past performance/references and technical specifications. This is a solicitation for commercial items prepared in accordance with FAR Subpart 12.6. PLEASE READ THIS ENTIRE NOTICE CAREFULLY AS IT CONSTITUTES THE ONLY NOTICE THAT WILL BE ISSUED. Solicitation number DOLFWA 2260-N221 is issued as a Request for Quot ation (RFQ). The NAICS Code 332313, SIC Code 3443, small business standard is 500 workers. This acquisition is 100 percent set aside for small business. The following clauses and provisions are incorporated and shall remain in full force in any resultan t purchase order; FAR Part 52.212-1; Instructions to Offerors, Commercial Items is incorporated by reference. The provision at 52.212-2; Evaluation-Commercial Items, applies to the solicitation. Award will be made based on Fair and Reasonable Price. The government reserves the right to make award on the initial quote received without discussions. Each offeror shall include a completed copy of the provision at FAR 52.212-3; Offeror Representations and Certifications-Commercial Items with its quote. FAR Part 52.212-4; Contract Terms and Conditions-Commercial Items, is incorporated by reference and applies to this acquisition. Note the following addenda to FAR 52.212-4: Incorporate DFARS 252.204-7004; Required Central Contractor Registration. Incorpora te the clause by reference at 52.212-5; Contract Terms and Conditions Required to Implement Statutes or Executive Orders-Commercial Items. However, for paragraph (b) only the following clauses apply: 52.222-21; Prohibition of Segregated Facilities, 52.22 2-26; Equal Opportunity, 52.222-35; Affirmative Action for Disabled Veterans and Veterans of the Vietnam Era, 52.222-36; Affirmative Action for Handicapped Workers with Disabilities, 52.222-37; Employment Reports on Disabled Veterans and Veterans of the Vi etnam Era, and 52.247-64; Preference for Privately Owned U.S.-Flag Commercial Vessels. Incorporate DFARS 252.212-7001; Contract Terms and Conditions Required to Implement Statutes or Executive Orders Applicable to Defense Acquisitions of Commercial Items . However, for paragraph (b) only the following clause applies: 252.225-7001, Buy American Act and Balance of Payments Program. The Contractor shall extend to the Government their standard warranty offered in similar types of sales. Acceptance of the w arranty does not waive the Government?s right with regard to the other terms and conditions of the contract. In the event of a conflict, the terms and conditions of the contract shall take precedence over the warranty. The warranty period shall begin upo n final acceptance of the items listed in the schedule. A firm-fixed price purchase order will be issued under the Simplified Acquisition Procedures. Submit signed and dated offer to Director of Contracting, , at or before 16:30 (4:30 PM) Alaska Time 27 Sep 2002.
