STATEMENT OF WORK FOR LACKLAND AFB CHAPEL MUSIC DIRECTOR 1. GENERAL DESCRIPTION: Contractor will provide musicians and other musical support for regularly scheduled worship services, special holy day and holiday services, and other special services as identified in this statement of work. All music will complement the style and atmosphere of the service being supported. The Branch Senior Chaplain or the Chaplain in Charge of the service will approve music. 2. REQUIRED QUALIFICATIONS/SKILLS: Individual will have prior music related experience to include the following: a. Minimum of three years formal training in a music related field such as instrument, voice, and/or conducting. A degree in music and/or certification by appropriate professional organizations is desired. b. Minimum of three years experience in leading/directing choral or music groups, and be able to demonstrate proficiency in reading and interpretation of vocal and instrumental scores to include both traditional and contemporary music. c. Demonstrated ability to coordinate and work in a pluralistic religious environment to include: Catholic, Protestant, Jewish, Orthodox, Muslim and multi-denominational settings. Familiarity with military worship styles and experience with military religious music programs is desired. d. Ability to select and present instrumental and/or choral music in keeping with the type of worship being celebrated in coordination with individual Chapel Branch Senior Chaplains and/or Senior Faith Group Chaplains. e. Ability to select supplemental musicians and vocalist with skills and abilities that compliment individual worship experiences. Musicians must be able to sight read standard hymns, anthems and special solo music. Individual Branch Senior Chaplains and/or Senior Faith Group Chaplains must approve supplemental musicians. f. Contractor will submit to a National Agency Security Background Check and an Installation Records Check. This requirement is mandatory for working with Youth age 18 and under and a requirement for local area network access. 3. DUTIES AND RESPONSIBILITIES: The following is the responsibility of the contractor: a. Contractor will meet with each Branch Senior Chaplain or their designated representative monthly. During this meeting, music for the following month's services will be developed and approved by the Branch Senior Chaplain. Any substitutions will be coordinated at least one week in advance. b. Contractor will provide a list of subcontractors to the Chapel Resource Manager and each Branch Senior Chaplain and updates as changes are made. All subcontractors must meet the minimum qualifications in paragraph 2 of this statement of work. c. Contractor will conduct one weekly rehearsal. A rehearsal constitutes a minimum one-hour practice with a choir or band in the facility where the services are conducted. Rehearsal attendance will be documented by musicians and vocalists signing a log which will be made available. This log will be used to verify the correct payment information. d. Contractor will ensure musicians and vocalist arrive at least 20 minutes prior to the service start time. This ensures that musical instruments will be setup and prepared in a timely manner. e. Dress and Appearance standards will be determined by the Chaplain in Charge of the Service. The contractor will brief subcontractors on requirements of dress and appearance and show times for worship services. f. Disagreements should be resolved with individual Branch Senior Chaplains first. If the disagreement cannot be resolved, the contractor should contact the Chapel Resource Manger for resolution and guidance. g. Contactor will submit monthly individual invoices to the Branch Senior Chaplain for verification. The certified invoice will then be forwarded to the Chapel Resource Manger for payment action. Discrepancies will be resolved prior to payment actions being initiated. h. Contractor will ensure that all music reproduced or used meets copyright requirements. 4. NUMBER OF SESSIONS: The contractor either directly and/or through supplemental support from other qualified individuals, will furnish services as specified above and as listed below. One unit is the equivalent of one person performing a single function during any service. EQUIPMENT AND SUPPLIES: The Wing Chaplain will provide at a minimum: a. Storage cabinets for music and other accessories. b. Musical instruments required for the conduct of musical services. c. Regular tuning and maintenance of government owned equipment. 6. SECURITY OF FACILITIES. The contractor will: a. Establish and implement methods of ensuring that all keys issued are not lost or misplaced and are not used by unauthorized persons. b. Ensure facilities are secure in accordance with individual chapel facility guidelines after use. c. Ensure facilities are returned to proper condition after rehearsals, services, or other special events (i.e. instruments/sheet music put away, sound system off, etc.).
