- Description
- Section 2870 of the National Defense Authorization Act for Fiscal Year 1996 provides authority to the Secretary of the Navy to convey all right, title, and interest of the United States in and to a parcel of real property (including any improvements thereon) at Fort Sheridan, Illinois, consisting of approximately 206.5 acres and comprising the Navy housing areas at Fort Sheridan. As consideration for the conveyance, the transferee selected shall convey to the United States a parcel of real property (Replacement Property) that meets the requirements of Section 2870 and this solicitation, and design for and provide on the Replacement Property housing to replace existing housing facilities including support facilities and infrastructure. This solicitation will be conducted by the Commander, Southern Division, Naval Facilities Engineering Command, Charleston, SC. In Step 1 Request for Qualifications (RFQ), interested developers will submit a Statement of Qualifications describing their organization and team composition and statements describing past performance with regard to developments of a similar nature, scope, and scale, and financial capability/capacity. Based on its evaluation of the RFQ submittals, the Department of the Navy (DON) will invite parties judged highly qualified to respond both to the Step 2 Replacement Property Site Evaluation and Validation and Step 3 Request for Proposals (RFP). THE STATEMENT OF QUALIFICATIONS WILL BE DUE ON DECEMBER 10, 2002 AT 4:00 P.M. EASTERN STANDARD TIME. The Government intends to issue this solicitation exclusively through the Internet. It is anticipated that the RFQ will be available on October 10, 2002 as Solicitation N62467-02-R-0521 on the Internet at http://esol.navfac.navy.mil. Amendments will be posted on the web site. This will normally be the only method of distributing amendments; therefore, IT IS THE OFFEROR'S RESPONSIBILITY TO CHECK THE WEB SITE PERIODICALLY FOR ANY AMENDMENTS TO THIS SOLICITATION.
