Description
This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; proposals are being requested and a written solicitation will not be issued. The solicitation number is NTSBR020128 and the solicitation is issued as request for proposal (RFP). The solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular 2001-08. This is an unrestricted procurement. The associated NAICS code is 334516 and the small business size standard is 500 employees. The NTSB has a requirement for one each Scanning Electron Microscope (SEM) with the following basic characteristics: (1) capability of operating in both a high vacuum mode and variable pressure mode, (2) accelerating voltages variable at least within the range of 0.5 KV to 30 KV, (3) a minimum magnification no greater than 25X, (4) a digital image output for acquisition and storage in JPG format at a minimum of 1500 by 1500 pixel resolution, and (5) two monitors for simultaneous viewing of different image sources. Chamber size/stage: Minimum scanning area of 4 inches by 5 inches (X-Y) with an interior volume of at least 10 inches by 11 inches by 5 inches (high), a five-axis motorized stage, and a Z axis control that can be manipulated through a range of at least 2 inches, plus store and recall software for stage positions. Microscope control: Through a PC, joystick (X, Y, and Z), and an additional analog device (focus and zoom). Vacuum System: Mechanical and turbo-mechanical pumping system. The SEM must be designed to be simultaneously interfaced with (1) backscatter and secondary electron detectors that can be used in both high vacuum operation and variable pressure operation, (2) an infrared camera, (3) a port capable of accepting the Thermo WDS Ibex wavelength dispersive spectroscopy system, and (4) a port capable of accepting the Thermo Noran EDS X-ray energy dispersive spectroscopy system. Also contains a color printer for preliminary viewing of images, and a CD-RW. Microscope electron source and performance Tungsten Filament electron generator Resolution 2.5 nm at 30 KV and 2.1 nm at 1 KV in high vacuum mode 5.5 nm at 30 KV in variable pressure mode Operating pressure of 1Pa to 400 Pa in variable pressure mode This item shall be delivered FOB destination to the National Transportation Safety Board, 490 L'Enfant Plaza, East, SW, Washington D.C. Inspection and acceptance will be at destination. The provision at 52.212-1, Instructions to Offerors-Commercial, applies to this acquisition. Offerors are requested to provide descriptive literature and specifications of the SEM they propose to assist the Government in determining whether the proposed item meets the stated requirements. Offerors are also requested to include the terms of their standard commercial warranty and the annual cost of a maintenance contract once the SEM is out of warranty. Proposed items will be evaluated to determine the extent to which stated requirements are met. Offeror is required to include a completed copy of the provision at 52.212-3, Offeror Representations and Certifications-Commercial Items, with its offer.
