- NA THIS IS A REVISION TO A PREVIOUS SOURCES SOUGHT. ORIGINAL SOURCES SOUGHT WAS CANCELLED 9/25/02. THIS SOURCES SOUGHT REVISES THE PROPOSED SCOPE OF WORK AND THE DATE FOR SUBMITTAL OF CAPABILITIES. US Army Aberdeen Proving Ground has a requirement to purch ase Information Technology Support Services for Aberdeen Proving Ground tenant activities. The purpose of this source sought is to determine small business capabilities to participate as a prime contractor for the acquisition. Small Businesses are encour aged to submit a capability statement, including related experience and performance history (with point of contact and phone numbers) within the past five years. The government reserves the right to contact any or all of the points of contact cited in you r package. Clearly describe your firm?s expertise and depth of experience preferably as a prime in all areas of work stated below. Qualified offerors must state if they are a small business. Partnering or Teaming with another small business is acceptable . Subcontracting with a large or small business is acceptable and must be in accordance with FAR 52.219-14. You must also submit the capabilities of each partner, team, and/or subcontractor. If a sufficient number of capable small businesses respond the acquisition may be 100% set-aside for small business under SIC 7379, size standard $21 million. Five year service contract to include approximately 166 continuing effort information management personnel to be located on-site at both the Edgewood and Aber deen Areas of Aberdeen Proving Ground, Maryland. Multiple agencies will use the contract with an anticipated initiation date of August 2003. The contractor will provide support in the following areas: a. Graphics/Desktop Publishing: the contractor sha ll provide research and evaluation of state-of-the-art presentation software and hardware and provide support for multimedia graphics, electronic and print output using the latest technology. Capabilities will include the design and development of multime dia, interactive audio/visual motion presentations on 3-dimensional graphics systems as well as the use of automated desktop publishing and traditional graphic techniques in conjunction with writing and editing techniques. b. Infrastructure Support: the contractor will provide the tenants with IT service desk operations to log, manage, and resolve trouble calls and service requests relative to general use of the computing environment, communications, client hardware/software, or server side hardware/soft ware. The contractor shall install, test, and maintain operating systems, Commercial-off-the-Shelf (COTS), Government-off-the-Shelf (GOTS), and in-house developed software, and provide software documentation and training services. The contractor shall pro vide ongoing proactive support of the information technology infrastructure including, but not limited to: research and testing, configuration management, systems and network administration, fault management, performance management, information security a dministration, and user account management. The contractor will also provide support in the following: duplication and distribution of materials, acquisition and use of software, training of office automation Commercial-off-the-Shelf (COTS) and Governmen t-off-the-Shelf (GOTS) software, reporting programs, training documentation, and hot line maintenance. c. Data Management: the contractor will provide data repository report generation, applications testing and end user support requirements. These requ irements include activities such as program management, computer program testing, systems analysis, report analysis, and database administration. d. Application Development: the contractor shall perform requirements analysis, design, prototyping, softwar e testing, integration, quality assurance, deployment, operations and maintenance of software applications. The contractor shall investigate and propose recomme nded approach for rewrite/reconstruction of application systems and investigate programming languages and development tools. The contractor shall develop and maintain procedures, user and programmer documentation, training manuals, data dictionaries and o ther user assistance manuals for all software developed and/or maintained. No solicitation is available at this time. The government does not intend to award a contract on the basis of this source sought or otherwise pay for any information or inquiry.
