Description
NA The U.S. Army Communications Electronics Command (CECOM) is planning the release of a Request For Proposal (RFP) for the acquisition of the Long Life Cooler, Cryogenic, One-Watt Linear (OWL). The OWL supports the Horizontal Technology Integration (HTI) Se cond Generation Forward Looking Infrared (FLIR) Fiscal Year (FY) 03-FY04 Full-Rate Production Requirements. The OWL units, NSN: 5855-01-446-7218, Part Number: A3168201-1, shall meet the requirements of performance specification PRF-A3165823A, dated 3 D ecember 1999, and ECP 13-011. It is anticipated that the release of the RFP will be in October 2002, with proposals due approximately 30 days later. Acquisition strategy is as follows: (1) Full and Open Competition; (2) Up to two (2) Firm-Fixed Price aw ards will be made; (3) Award(s) will be made based Technical Acceptable, Low Price Basis; (4) Contract(s) will be a base year with options plus a 1 year option. The FY03 and FY04, projected requirements are approximately 466 and 180 OWLs, respectively. C ontract award is projected for December 2002, with deliveries beginning in June 2003. Successful completion of First Article Testing or Qualification Testing is required prior to Government acceptance of product. The draft RFP is projected for release on the Interactive/Interagency Business Opportunity Page (IBOP), https://abop.monmouth.army.mil, early November 2002. Tentativly a Pre-Solicitation Conference is scheduled for 29 October 2002. Additional information on the conference will be posted to the IBOP as it becomes available.
