Description
NASA/GSFC plans to issue a Request for Quotation (RFQ) for one each Model SPS220T, Sounding Processor - TMT DigicoraIII, one each Model RM21, Ant, preamp with cable; one each Model 25864, SPS220T Power Cord; three each Model TTS111, Tethersonde; one each Model TTC111, TMT System Transport/Storage Case; one each Model TTC113, Three Tethersonde Transport/Storage Case; one each Model TT12SW TMT Phase II, software; one each Model SVRC1 Software Service and Maintenance (Level I); and one each Model MWLAPPC DigicoraIII Laptop. This procurement is being conducted under the Simplified Acquisition Procedures (SAP). NASA/GSFC intends to purchase the items from Vaisala, Inc., Boulder, CO. Tethersone Meteorological Towers (TMTs) are used to collect vertical profiles of meteorological and hyrdrological data in the atmosphere. NASA/GSFC requires these TMTs to collect detailed profiles of the atmospheric boundary layer and requires the capability to measure the atmosphere at multiple levels. NASA/GSFC requires that these systems be portable and operable by one person with a total weight of < 40kg for easy transportation and installation at remote sites; that these sytems sequentially process signals from up to 6 tethersondes attached at various heights along the tetherline; requires that the sonde instrument must measure temperature, humidity, pressure, wind speed and direction; and requires that balloons used to raise and lower the sonde package be reusable for field applications. Vaisala, Inc. is the only company that manufactures and distributes these systems. The Government intends to acquire a commercial item using FAR Part 12. Interested organizations may submit their capabilities and qualifications to perform the effort in writing to the identified point of contact not later than 4:30 p.m. local time on Oct6ober 21, 2002. Such capabilities/qualifications will be evaluated solely for the purpose of determining whether or not to conduct this procurement on a competitive basis. A determination by the Government not to compete this proposed effort on a full and open competition basis, based upon responses to this notice is solely within the discretion of the government. Oral communications are not acceptable in response to this notice. All responsible sources may submit an offer which shall be considered by the agency. An Ombudsman has been appointed.
