- SOURCES SOUGHT NOTICE & REQUEST FOR INFORMATION THIS IS A REQUEST FOR INFORMATION ONLY. This RFI is released pursuant to FAR Part 15.201(e), Exchanges with Industry. The United States Customs Service, issues this Request For Information (RFI) regarding a Customs Secure Data Network (CSDN). The USCS requires secure, computer-to-computer connectivity among its intelligence components and field activities for the purpose of moving classified and selective Law Enforcement Sensitive (LES) data. Based on modern network and telecommunications designs and modern encryption devices, the CSDN will optimize both the classified and LES data exchanges among USCS offices, and other classified networks. It will provide a scalable infrastructure, capable of supporting the growth and evolution of the USCS mission. The CSDN architecture will be based on commercial-off-the-shelf (COTS) network offerings and software applications whenever possible. The vendor will design, implement, operate, and maintain the CSDN, which requires the vendor to be eligible for access to National Security Classified Information and US Customs LES Information. The vendor must have a current Top Secret Facility Security Clearance and personnel with current TS/SCI access. Interested vendors are highly encouraged to submit POCs, addresses, phone number, fax number, e-mail address, and their facility CAGE code issued by the Defense Security Service (DSS). Eligible vendors will receive the Draft Request for Proposals (RFP). Vendors are asked to review this Draft RFP with the intent of providing comments and questions that will help clarify the requirements. Also, vendors are strongly encouraged to provide suggestions and alternatives that would provide innovation or the best value to USCS. The results of the RFI will be used to modify the RFP. Vendors should realize that this is a funded effort with limited resources. After industry comments, the RFP will be sent out only to those vendors whose DSS Facility Clearance has been validated. Our proposed schedule is: draft RFP released to eligible vendors 25 Oct, Vendors Day in Washington DC - 6 Nov, vendor RFP comments due - 15 Nov, RFP release to eligible qualified bidders 13 Dec, vendor proposals due by 01 Feb 2003, contract award 13 Mar 2003. The Bidders List will contain all contacts, annotated as to eligible vendors. The RFI package mentioned herein issued solely for the purpose of seeking information on bidders interested in CSDN. The Government intends to use the information received to assist in its long range planning efforts relative to future requirements and acquisitions. This is not a notice of solicitation and does not constitute a commitment, implied or otherwise, that a procurement action will be issued. As a result and in accordance with FAR 15.202(e), responses to this notice are not offers and cannot be accepted by the Government to form a binding contract. Responders are solely responsible for all expenses associated with responding to this RFI. Responders should review the complete RFI package for the details and requirements for responding to the RFI. All responses to this notice are to be submitted via e-mail in Microsoft Office format to: alberta.r.stadtler@customs.treas.gov, Alberta R. Stadtler, Contracting Officer. All packages submitted electronically or by electronic media shall be free of any computer virus. If a virus is found, the package will be destroyed and a replacement provided within 3 days after notification. Response to this RFI must arrive in this office no later than 12:00 noon on October 22, 2002. This is a synopsis of the RFI. No telephone requests will be accepted.
